Instructions for the Government have to do, in part, with monthly allowances for children aged 3 to 7; the connection of homesteads to gas supply; pay for workers of regional fire brigades in high-risk fire zones; and the improvement of air pollution measurement and accounting methods.
The Government, working together with the State Duma, is to ensure the submission of amendments to legislation stipulating penalties for violating requirements on the installation of automatic monitoring equipment at the emission and pollution sources and for failure to submit the data collected by such equipment to the government agencies concerned. The amendments must also stipulate the extension of the list of polluting facilities that must be fitted out with automatic pollution measurement and accounting equipment and with technology for the transmission of this information to the state register of facilities that can have an adverse impact on the environment.
Individual instructions have been issued to the Government together with the Bank of Russia and the JSC Federal Corporation for the Development of Small and Medium Enterprises.
The Government of the Russian Federation, together with the governments of Omsk, Kemerovo and Pskov regions, has been issued instructions regarding practical matters raised by the participants of the Direct Line.
Instructions regarding specific problems voiced by the participants of the Direct Line have been issued to Rosprirodnadzor [Federal Service for Supervision of Natural Resources] and the Prosecutor General’s Office of the Russian Federation.
Separate recommendations have been formulated for the governments of Krasnoyarsk Territory, and Astrakhan and Omsk regions.
In addition, the regional bodies of executive authority have been given recommendations to hold regular direct lines with local residents at least once a year. The Presidential Executive Office is to provide technological and consultative assistance to them, as necessary.
The Russian Popular Front has been given recommendations to analyse the requests submitted during the Direct Line and to submit the ensuing information to the Presidential Executive Office, the Government of the Russian Federation, the concerned federal bodies of executive authority, as well as to the supreme officials of the constituent entities of the Russian Federation for consideration within their authority.
