The instructions to the Government of the Russian Federation concern, in particular, the inclusion in the national model of target conditions for doing business through to 2030 of a component providing for increased effectiveness of measures to preserve cultural heritage sites (historical and cultural monuments) of the peoples of the Russian Federation that are in unsatisfactory condition, as well as the development of a Creative Economy Development Strategy for the period up to 2036 and an increase to 500 of the number of residential communities for which the VEB.RF State Development Corporation calculates the quality of life index.
The Presidential Executive Office, together with the Government and with the participation of the Agency for Strategic Initiatives, has been instructed to ensure the review of interim results of the implementation of action plans (road maps) to achieve the key performance indicators for the implementation of the national model of target conditions for doing business through to 2030 in all areas.
The instructions to the Government of the Russian Federation, together with DOM.RF and regional executive bodies, concern the restoration and return to economic circulation in 2027–2030 in each constituent entity of the Russian Federation of cultural heritage sites (historical and cultural monuments) of the peoples of Russia that are in unsatisfactory condition.
The Government of the Russian Federation, together with the Agency for Strategic Initiatives and with the participation of the Russian Academy of Sciences, the VEB.RF State Development Corporation, the executive bodies of the relevant constituent entities of the Russian Federation and interested organisations, has been instructed to establish a management system for the implementation of the Sustainable Development Strategy for the Azov Region for the period up to 2040, as well as to consider the feasibility of granting additional state support measures to organisations engaged in the cultivation and processing of essential oil and citrus crops, and additional state support measures for the development of citrus crop nurseries.
The instructions to the Agency for Strategic Initiatives concern, in particular, the formation of a national ranking of the investment climate in the constituent entities of the Russian Federation, taking into account an assessment of the effectiveness of the operations of regional executive bodies in preserving cultural heritage sites (historical and cultural monuments) of the peoples of Russia; the development of recommendations on the use of new information technologies in education, including with account of best world practices; and the participation of companies with state ownership and other industrial enterprises in the International Hi-Tech Future Skills Competition.
The Agency for Strategic Initiatives, together with the VEB.RF State Development Corporation and the National Technology Initiative Platform, has been instructed to ensure the holding of an annual competition for small and medium-sized technology companies, providing a package of support measures for the winners thereof.
In order to preserve the cultural and historical appearance of residential communities in the Vladimir, Ivanovo, Kostroma, Moscow, and Yaroslavl regions, the executive bodies thereof, with the involvement of the Agency for Strategic Initiatives and the VEB.RF State Development Corporation, have been recommended to ensure unified approaches to urban development, the formation of design codes for small residential communities, including those within the Golden Ring of Russia tourist route, and other historical settlements, taking into account the development experience of the city of Suzdal and the specific characteristics of the said territories.
The VEB.RF State Development Corporation has been recommended to ensure, by 2027, an increase to 500 in the number of residential communities for which this corporation calculates the quality of life index, having considered the possibility of a subsequent increase in their number to 2,160.
