Presidential instructions following Direct Line with Vladimir Putin 2013-04-30 10:00:00 Vladimir Putin approved a list of instructions issued following the special programme Direct Line with Vladimir Putin, which was broadcast live on April 25, 2013. A number of instructions have been issued to the Government of the Russian Federation with regard to, in particular, containing the growth of natural monopolies’ rates, the introduction of the luxury tax, simplifying the procedure for obtaining Russian citizenship for certain categories of compatriots (native speakers of Russian), utilities services and the revival of the Museum of Western Art in Moscow. The Government, together with the heads of regional executive authorities, has received the instructions on the wages of healthcare workers and improving roads. Individual instructions have to do with supporting families with adopted children, the pricing of petroleum products in the Far East, Air Force pilot training in Russia and other issues.
