The Government of the Russian Federation has been instructed to examine issues relating to the legal protection of healthcare workers in the course of their duties, including insurance against professional liability risks, and, where necessary, to amend the relevant regulatory legal acts accordingly. The Government has also been instructed to ensure that by 2027, the federal state information system Unified Portal of State and Municipal Services includes an indicator showing public satisfaction with the quality, waiting times, and accessibility of medical care. It has further been instructed to consider the systematic rollout of domestic solutions for the use of digital assistants and the integration of information systems in healthcare. The Government’s instructions also cover, among other things, ensuring transport accessibility to healthcare facilities, particularly for citizens living in small towns and rural areas; disseminating good practice in the modernisation of primary healthcare and incorporating digital technology in healthcare; training healthcare workers in the use of digital platforms and services; and integrating artificial intelligence technologies into medical practice. The Government, in collaboration with the executive authorities of several regions, has been tasked with analysing the reasons for low public satisfaction with the quality and accessibility of medical care, as well as with improving management decisions within the healthcare system. A number of instructions have been issued to the Government jointly with the State Council Commission on Long and Active Life, regional executive authorities, and the Popular Front. The executive authorities of Russian regions have also received instructions and recommendations regarding the organisation of paediatric dentistry, the operation of mobile medical complexes and antenatal clinics, with a particular focus on small towns and rural areas.
