The Protocol was submitted in accordance with Item D of Article 84 of the Constitution and with the Federal Law On International Treaties of the Russian Federation.
The President appointed First Deputy Foreign Minister Andrei Denisov to be official presidential representative during the Protocol’s examination in the Federal Assembly.
The draft federal law submitted to the Federal Assembly proposes ratifying the Protocol on Amendments to the Statutes of the Eurasian Economic Community Court of July 5, 2010, signed in Bishkek on October 10, 2011 (hereinafter referred to as the Protocol).
The Protocol was signed on the basis of the Treaty on the Establishment of the Eurasian Economic Community of October 10, 2000, the Protocol on Amendments to the Treaty on the Establishment of the Eurasian Economic Community of October 6, 2007, the Statutes of the Eurasian Economic Community Court of July 5, 2010, and the Agreement on Appeals to the Eurasian Economic Community Court by Economic Actors regarding Disputes within the Customs Union and the Particularities of Court Proceedings in such Disputes of December 9, 2010.
The amendments to the Statues of the Eurasian Economic Community Court arise from the provisions of the Agreement on Appeals to the Eurasian Economic Community Court by Economic Actors regarding Disputes within the Customs Union and the Particularities of Court Proceedings in such Disputes of December 9, 2010, which make it possible for economic actors of countries that are not Customs Union members to appeal to the Eurasian Economic Community Court.
