The Agreement provides a legal framework for the creation of interstate research and production associations in the CSTO to establish a consolidated production and technological processes for the development and manufacture of military equipment, its maintenance, upgrading and utilisation, granting the parties the right to supply their products to CSTO member states.
The agreement was coordinated and approved at a joint meeting of the Foreign Ministers Council, the Defence Ministers Council and the Committee of Secretaries of CSTO Security Councils on December 9, 2010. The Agreement was signed by the heads of all CSTO member states at the Collective Security Treaty Organisation meeting on December 10, 2010 in Moscow.
