The Government has been instructed to approve a programme for making management of state and municipal finances more efficient over the period through to 2018, and to draft proposals on raising officials’ liability for inefficient use of budget funds, and increasing employers’ liability for violating labour laws and laws on insurance contributions to the state extra-budgetary funds.
The Government also received other instructions concerning efficient use of budget funds.
Together with the Accounts Chamber, the Government will draw up criteria and methods for evaluating efficiency of budget spending.
The Accounts Chamber has been instructed to carry out a comprehensive analysis of state programmes, including evaluation of how balanced they are in their goals and objectives, indicators, measures and financial resources, and how well they correspond to Russia’s long-term social and economic development goals.
The relevant instructions have also been sent to the regional executive authorities.
