Instructions were given to the Government of the Russian Federation with the aim of strengthening monitoring over the implementation of aviation transport system development programmes in the Russian Federation and pilot safety.
The instructions are aimed at improving the mechanisms for monitoring that the funds allocated from the federal budget for the implementation of the aviation transport system development programmes are spent as per their intended purpose.
In particular, the instructions strengthen liability, including financial, of participants in complex aviation transport infrastructure development projects (federal and regional executive bodies, local self-governments and private investors) for implementing activities under the programmes. Instructions also concern the efficient use of state-owned aviation transport infrastructure facilities.
The Government has been instructed to submit proposals for amending regulatory legislative acts in the area of airfield use and ensuring safety in aircraft maintenance, paying particular attention to issues of government oversight and monitoring in this area.
