The Federal Law aims to improve regulation of the work by the Russian Federation Human Rights Commissioner and human rights commissioners in the regions.
In particular, the amendment to the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation stipulates the right of the Russian Human Rights Commissioner to visit temporary accommodation centres and temporary detention facilities for refugees and forcibly displaced persons, to speak with persons residing there one-on-one provided that a representative of the administration can see but not hear them. Similar stipulations that also apply to regional human rights commissioners of the Russian Federation are included in the Penal Code and the Russian Federation Law On Institutions and Agencies Responsible for Custodial Sentences.
Amendments to the Federal Law On General Principles of Organising Legislative (Representative) and Executive Bodies of State Power in Russia’s Federal Constituent Entities establish the status of the human rights commissioner in a Russian federal constituent entity.
