The Agreement was signed in Moscow on October 14, 2014, to develop the international legal base of cooperation between Russia and South Ossetia in the transfer of individuals sentenced to prison terms.
Under the Agreement, the parties undertake mutual compliance with the conditions therein for the transfer of individuals sentenced to terms in prison so they could serve their terms in their native countries, which is designed to help protect the rights and legal interests of Russian citizens. The Agreement establishes conditions for the transfer of the convicted individuals, the form and contents of the transfer requests and responses to such requests, as well as the procedure for complying with the requests.
The Agreement does not touch upon matters falling under the Agreement on the Eurasian Economic Union and does not contradict other international agreements that Russia is a party to.
