Russian-Chinese agreement on cooperation in combating terrorism, separatism and extremism submitted for ratification to the State Duma

Vladimir Putin submitted to the State Duma for ratification the Russian-Chinese Agreement on Cooperation in Combating Terrorism, Separatism and Extremism, which was signed in Beijing on September 27, 2010.

The Agreement provides for developing bilateral cooperation in combating terrorism, separatism and extremism and includes provisions on joint measures to uncover and effectively cut short efforts to prepare and carry out terrorist attacks.

In particular, the Agreement provides for exchanging information within the framework of the common struggle against the criminal activities of terrorism, separatism and extremism, for holding regular meetings and consultations for this purpose, and for working together to prevent and combat such crimes in the Parties’ border regions.

The Agreement also provides for joint investigation of crimes at the request of the other Party and for strengthening cooperation in research, equipment exchange, special equipment practice and improvement, and the joint manufacture of special equipment under separate agreements.

This Agreement is a follow-up to the Shanghai Convention on Combating Terrorism, Separatism and Extremism of June 15, 2001 and the SCO Convention on Counter-Terrorism of June 16, 2009. The Agreement will also facilitate the implementation of the Action Plan signed by the Presidents of Russia and China on October 14, 2004 towards fulfilling the Treaty of Good-Neighbourliness and Friendly Cooperation between Russia and China dated July 16, 2001.

This Agreement does not contain any procedures other than those stipulated in Russian legislation and is in keeping with Russia’s international obligations on fighting terrorism, separatism and extremism.

The draft federal law is in keeping with the provisions of the Treaty on the Eurasian Economic Union that was signed on May 29, 2014, the provisions of Russia’s other international treaties and Russia’s interests.
