The federal law is aimed at improving the legal regulation in the sphere of the production of and trading in ethyl alcohol, alcohol and alcohol-containing products, as well as countering illegal trade in alcohol products.
The federal law enshrines the terms of production of beer and beer beverages for purposes of exporting from the Russian Federation in polymer consumer containers with a volume of over 1,500 ml.
The federal law provides for new requirements for federal special stamps and excise stamps. Trading in alcoholic products labeled with old-type stamps is permitted until the expiration date of such alcoholic products.
In particular, the federal law also regulates the specifics of trade and consumption of alcoholic beverages during the preparations for and holding of the 2018 FIFA World Cup in the Russian Federation.
