In particular, the Federal Law expands the categories of foreign nationals eligible for acting as a host party, to all categories of foreign nationals who own residential property on Russian territory. Foreign nationals who own the title to real property in Russia and are actually living in Russia will be able to declare this property as their place of temporary residence.
The Federal Law also enables Russian citizens, foreign nationals, foreign legal entities and other foreign organisations that are located outside the Russian Federation and own the title to residential or other property on Russian territory to provide this property for temporary residence to foreign nationals and stateless persons.
Additionally, the Federal Law stipulates that foreign nationals who participate in the State Programme to Facilitate the Voluntary Relocation to the Russian Federation of Compatriots Living Abroad and their family members moving with them to Russia will be exempt from the obligation to obtain temporary registration for a period of up to 30 days from the date of their arrival.
