The Federal Law introduces the status of the owner of an information resource in the “Internet” information and telecommunication network, involved in violations of fundamental human rights and freedoms, the rights and freedoms of citizens of the Russian Federation.
The Prosecutor General of the Russian Federation or his deputies, upon agreement with the Foreign Ministry, can assign the abovementioned status to the owner of such information resource, who, among other things, allows discrimination in relation to materials of the Russian mass media. Such decision can be made in the event of the information resource limiting access to publicly important information according to nationality, language, origin, property or official status, profession, place of residence and work, attitude to religion and (or) in connection with introduction of political or economic sanctions against Russia or its citizens by foreign states.
Response measures stipulated by Russian law will be applied to the owner of the information resource committing a violation. In particular, the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) shall have the right to fully or partially restrict access to such information resource using technical measures to counter threats in telecommunications networks.
