The Federal Law aims to improve the mechanism for duly monitoring the stay of foreign citizens and stateless persons in the Russian Federation, their identification and monitoring their health condition.
For these purposes, the Federal Law introduces amendments to federal laws On the Legal Status of Foreign Citizens in the Russian Federation and On State Fingerprint Registration in the Russian Federation, under which foreign citizens entering the Russian Federation are subject to mandatory state fingerprinting, photographing and medical examinations within the deadlines set forth in the Federal Law.
At the same time, the Federal Law lists categories of foreign citizens not subject to mandatory state fingerprinting, photographing and medical examination.
Following mandatory state fingerprinting and photographing, foreign citizens will be issued standard documents, as stipulated by a federal executive agency for internal affairs. Whenever possible, these documents can be issued in the form of cards with electronic data carriers.
Moreover, the Federal Law makes it possible to issue work permits, residence permits and temporary IDs in the form of cards with electronic data carriers to stateless persons staying in the Russian Federation.
