The Federal Law defines the basis for legal regulation of economic and other activities resulting in greenhouse gas emissions (gaseous substances of natural or anthropogenic origin that absorb and re-emit infrared radiation) and aims to create conditions for the sustainable and balanced development of the Russian economy while lowering the level of greenhouse gas emissions.
The Federal Law sets out the principles for limiting greenhouse gas emissions and determines measures to limit such emissions as well as stipulates the powers of the Russian Government and federal executive bodies and the rights and responsibilities of legal entities and individual entrepreneurs as regards limiting greenhouse gas emissions.
