The Executive Order aims to improve the application of Article 1360 of the Civil Code of the Russian Federation in response to the unfriendly actions by certain foreign states and international organisations against the Russian Federation, its citizens and legal entities.
The Government of the Russian Federation has been instructed to establish a subcommission under the Government Commission for Economic Development and Integration, which will be responsible for overseeing the use of inventions, utility models and pre-production prototypes in order to ensure the economic security of the Russian Federation.
The Government was also instructed to approve the regulations governing the subcommission and its decision-making procedures concerning the use of inventions, utility models and pre-production prototypes without the consent of patent holders. However, patent holders must be notified as soon as possible and provided with appropriate compensation.
