The Federal Law ratifies the Agreement between the Government of the Russian Federation and the Government of the Socialist Republic of Vietnam on Cooperation in the Exploration and Use of Outer Space for Peaceful Purposes, signed in Hanoi on November 7, 2012.
The Agreement is aimed at creating organisational and legal basis for mutually beneficial cooperation between the Russian Federation and the Socialist Republic of Vietnam in the exploration and use of outer space for peaceful purposes.
In accordance with Article 15.1 (a) of the Federal Law On the Russian Federation’s International Agreements, the Agreement is subject to ratification as it contains rules that differ from the ones stipulated by Russian legislation, in part concerning procedures for handling specified categories of protected goods and technologies, providing immunity to protected goods and technologies and, if necessary, any other property from any seizure or enforcement proceedings in the importing country, as well as from application of the principle of cross-waiver by the parties and participants in joint activities from both sides to make claims against each other for liability and indemnification in carrying out joint work.
Implementation of the Agreement will not require any extra spending from the federal budget.
