The Federal Law is aimed at refining the legal framework governing relations pertaining to the medical examination of foreign citizens and stateless persons staying or residing in the Russian Federation, and at strengthening the efficiency of state migration oversight. To achieve these objectives, the Federal Law establishes a unified legal mechanism for foreign citizens and stateless persons to undergo medical examination for the detection of the use of narcotic drugs or psychotropic substances without a doctor’s prescription, for infectious diseases posing a threat to others, and for HIV infection.
This examination shall be carried out by medical organisations authorised by the highest-ranking officials of the constituent entities of the Russian Federation and shall take place within 30 days of the entry of foreign citizens and stateless persons into the Russian Federation.
In addition, the Federal Law sets out the procedure for the exchange of information between the Ministry of Healthcare, the Ministry of the Interior, and the Federal Service for the Oversight of Consumer Protection and Welfare. This includes the sharing of information on the results of the medical examination of foreign citizens and stateless persons, as well as on the identification, when seeking medical assistance, of the use of narcotic drugs or psychotropic substances without a doctor’s prescription, the presence of infectious diseases that pose a threat to others, and HIV infection.
