The Agreement was signed on May 21, 2010, in St Petersburg as part of the effort to establish a legal framework for the Customs Union as part of EurAsEC.

Dmitry Medvedev signed Federal Law On Ratification of the Agreement on Certain Aspects of Ensuring the Payment of Customs Duties and Taxes on Goods Transported in Accordance with the Customs Transit Procedure, the Collection of Customs Duties and Taxes and the Procedure for Transferring the Amounts Collected in Respect of Such Goods.
