The Government of the Russian Federation has been instructed to determine the primary producers of wheelchairs for low mobility individuals from among Russian wheelchair producers. The Social Insurance Fund and executive bodies in RF regions are to purchase up to 42,000 wheelchairs in 2018. It is necessary to envisage requirements on contract implementation, on the granting of warranties by wheelchair producers and the reciprocal obligations of the organisations chosen as the sole producers for developing domestic wheelchair production and enhancing their competitiveness.
The Government has also been instructed to develop a plan to promote competition in providing low mobility individuals with wheelchairs to include measures to ensure their individual needs, and to develop domestic wheelchair production.
The Accounts Chamber has been instructed to audit the effectiveness of spending by the Social Insurance Fund and regional executive bodies of federal funds earmarked for the purchase of wheelchairs in 2018.
