The Executive Order amends the annex to the Executive Order On Restructuring the Nuclear Power Generation Complex of the Russian Federation, listing nuclear materials which can only be in federal ownership. In accordance with the Executive Order, an exclusion is made for enriched uranium intended for producing nuclear fuel for NPPs, transport power plants, research reactors, or for ionising-radiation detectors, elementary particle accelerator targets, products to be subjected to radiation in in-core or sealed radiation sources.
An exclusion is also made for plutonium which is part of nuclear fuel or spent nuclear fuel (SNF) or obtained (extracted) by processing spent nuclear fuel from NPPs, transport power plants, and research reactors.
