Minister of Labour and Social Protection Maxim Topilin Topilin Maxim Topilin Maxim reported on the quality of social services for veterans and measures to promote modern forms of social services.

According to the Labour Ministry, over 301,000 Great Patriotic War veterans, participants and disabled veterans receive free social services in various forms.

In 2014–2016, 174,000 Great Patriotic War veterans had their living premises repaired or received corresponding compensations.

According to the Ministry of Construction, new housing was allocated in 2016 to all the Great Patriotic War disabled veterans and participants registered as of March 1, 2016. These projects will continue in 2017; the relevant funds have been earmarked in the federal budget.

Board Chairman of the Pension Fund of Russia Anton Drozdov reported to the commission members that, as part of the measures to co-finance social programmes in the Russian Federation regions, 111 social facilities had been built (renovated) and over 1,500 such facilities had been repaired since 2006, which helped improve the living conditions and social services for 463,000 senior citizens and people with disabilities.

The commission members recommended consolidating efforts in this sphere at the federal and regional levels and transitioning to a programme-based approach for a comprehensive settlement of social support issues.
