The Federal Constitutional Law regulates the legal status of Russian Federation citizens holding Ukrainian citizenship who were recognized as citizens of the Russian Federation after the Republic of Crimea was made part of the Russian Federation, as well as the legal status of those who acquired Russian Federation citizenship or applied for it before the Republic of Crimea became part of the Russian Federation and who had permanent residence in the Republic of Crimea as of the date of accession of the Republic of Crimea to the Russian Federation.

In addition, the Federal Constitutional Law regulates the legal status of Russian Federation nationals holding Ukrainian citizenship who were underage on the day of accession of the Republic of Crimea to the Russian Federation and whose parents or a single parent are citizens of the Russian Federation as mentioned above.
