Meeting of interdepartmental working group on climate change and sustainable development 2020-07-07 18:00:00 Presidential Adviser and Special Presidential Representative on Climate Issues Ruslan Edelgeriyev held the 31st meeting of the interdepartmental working group at the Presidential Executive Office on climate change and ensuring sustainable development. The meeting took place via videoconference The discussion dealt, in part, with the implementation of the comprehensive plan for the Climate Doctrine of the Russian Federation until 2020 and the need to upgrade it in the coming years. The participants reviewed progress on the Paris Climate Agreement. Representatives of the Federal Service for Hydrometeorology and Environmental Monitoring focused on preparations for determining Russia’s Intended Nationally Determined Contributions (INDC) to reducing greenhouse gas emission. Considering Russia’s international legal commitments, they emphasised the importance of adopting immediate measures to determine the first INDC that must set ambitious and nationally justified goals for reducing emissions. The participants exchanged views on financial, personnel and other resource support for observing the terms of the Paris Agreement. Ruslan Edelgeriyev urged the participants to avoid duplicating measures during the drafting of climate plans, which would help make state regulation more effective and avoid excessive red tape in this area. Representatives of the Transport Ministry informed the participants about Russia’s implementation of decisions of the International Civil Aviation Organisation (ICAO) on creating a Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). The Transport Ministry insists on the urgent deployment of a national system of monitoring, reporting and verifying the emissions of airlines conducting flights between CORSIA participating states, as well as on forming a national system for “trading” emission credits. In addition, it suggested a number of other measures of response to developments in civil aviation.
