Sevastopol Governor Mikhail Razvozhayev, Culture Minister Olga Lyubimova, and representatives of the Presidential Executive Office, the Federation Council, the State Duma, other federal bodies of authority, regions, cultural and scientific
institutions, as well as public associations.

The meeting launched the preparation of a State
Council meeting scheduled to be held in the Year of Unity of the Peoples of Russia,
announced by the President, which will be devoted to the preservation of Russia’s historical and cultural heritage.

Alexei Dyumin stated that the preservation of Russia’s historical and cultural heritage was an integral part of efforts to strengthen the traditional spiritual and moral values of the peoples of Russia,
preserve their integrity and ethnic,
cultural and linguistic diversity, and also rally them in their service to the Fatherland.

The Presidential Aide noted that based on the results of its preliminary work, the Commission on Culture and Traditional
Spiritual and Moral Values has outlined a number of key areas for its work,
including the preservation of cultural heritage, small cities, historic and documentary heritage, the intangible heritage of the peoples of Russia (folklore,
rituals, customs, and folk crafts), and historical memory. Taken together, they
constitute the cultural code of Russia. Alexei Dyumin added that it was also
necessary to coordinate decisions to not only preserve but also develop and promote it.

Chairman of the Commission Mikhail Razvozhayev
reported on its performance and also called for improving legislation on the protection of cultural heritage and historical settlements and addressing the problem of the shortage of professional restorers.

Olga Lyubimova spoke about the Culture Ministry’s
tasks of preserving historical and cultural heritage. She said that the Ministry
and other cultural establishments focused on preserving the country’s cultural
sovereignty and strengthening traditional Russian spiritual and moral values,
and that these efforts will be continued at the systemic level.

Presidential Aide Dmitry Mironov visited Uzbekistan

On April 17, a delegation of the Russian Federation Presidential Executive Office headed by Presidential Aide Dmitry Mironov visited Tashkent.

On April 17, a delegation of the Russian Federation Presidential Executive Office headed by Presidential Aide Dmitry Mironov visited Tashkent.

Negotiations were
held with representatives of the government authorities of the Republic of Uzbekistan. The two sides exchanged information on the state policy directions
concerning combatting corruption, on regulatory environment innovations in this
sphere, and on the prospects for strengthening practical bilateral collaboration.

Following the talks,
Chief of the Presidential Civil Service, Personnel and Anti-Corruption
Directorate Maxim Travnikov and Director of the Anti-Corruption Agency of the Republic of Uzbekistan Akmal Burkhanov signed a memorandum of understanding
between the Directorate and the Agency.

Particular
attention was drawn to the significance of cooperation within international
anti-corruption frameworks, in light of Uzbekistan’s plans to host the 12th
session of the Conference of the States Parties to the United Nations
Convention against Corruption in 2027, which sets forth the direction and model
of interaction between the states parties in combatting corruption.

The dialogue has demonstrated a convergence of views on many fundamental issues, including the assertion that corruption
undermines the rule of law, hinders economic development of states, and adversely affects the moral fabric of society.

Yelena Yampolskaya presented the first prototypes of national uniforms for school and university students taking part in international academic Olympiads

The first prototypes of national uniforms being
developed for Russian school and university students taking part in international scientific and educational Olympiads were presented at Lomonosov
Moscow State University. The presentation took place during the opening
ceremony of the 60th International Mendeleev Chemistry Olympiad.

Presidential Adviser Yelena Yampolskaya
welcomed the guests at the presentation and said that the creation of a national
uniform is the result of efforts by the Council for the Development and Promotion
of a New Russian Style in the Public Space, which she chairs. The Council was
established on the instructions of the President under the auspices of the Russia
National Centre.

According to Yelena Yampolskaya, the designs
presented form part of a formal line that will serve as the basis of the representative
wardrobe for Russian national teams at international competitions. She noted
that no standard unform had previously been created for Russian teams.
Moreover, Russia is the first country to have conceived such an initiative, the Presidential Adviser said.

Yelena Yampolskaya added that the initiative
has been implemented through the Council, with the support of the Ministry of Science and Higher Education. Specialists from Kosygin Russian State University
also took part in developing the national uniform.

The Presidential Adviser emphasised the importance
of the uniform in giving additional confidence to school and university
students representing Russia at international competitions, helping them feel part
of a single team called Russia.

In conclusion,
Yelena Yampolskaya outlined plans to develop a casual line of the national uniform.
She expressed hope that work on the uniform would be completed this year,
enabling Russian teams to wear the new outfits as early as next year.

Seminar-conference on implementing State Ethnic Policy Strategy

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov and Deputy Presidential

were Presidential Aide and State Council Secretary Alexei Dyumin, via
videoconference; Head of the Republic of Sakha (Yakutia) and Chairman of the State Council Commission on Energy Aisen Nikolayev; Head of the Republic of Tatarstan and Chairman of the State Council Commission on Infrastructure for Life Rustam Minnikhanov; Energy Minister Sergei Tsivilev; representatives of the Presidential Executive Office and other federal government agencies,
regions, businesses, and experts.

The meeting participants
addressed issues related to ensuring technological sovereignty and technological leadership in the energy sector, the development of domestic
power engineering, and the progress of the New Nuclear and Energy Technologies
national project.

In his opening remarks, Alexei
Dyumin noted that the global energy sector was undergoing a profound
transformation, with the structure of the energy balance changing.

“Building on traditional fuel
and energy technologies, as well as nuclear and renewable energy, it is
essential to advance hydrogen and other promising solutions while maintaining a balanced approach. The key objective is to transit from a demand-driven model,
focused primarily on meeting current needs, to an economy oriented toward
long-term demand planning and broader technological accessibility for new
categories of consumers. This transition requires systemic measures aimed at attracting investment into the sector, improving production efficiency,
accelerating digitalisation, and minimising the burden on end users,” the State
Council Secretary said.

Alexei Dyumin also emphasised
that power engineering was a backbone industry – its sustainable and accelerated development is not merely important but essential for the energy
sector, forming the foundation of economic security and long-term growth.

“We face ambitious tasks: by 2042, we must commission nearly 88.5 GW of new generating capacity. The New
Nuclear and Energy Technologies national project is already delivering results:
the share of domestically produced equipment in the fuel and energy sector
exceeds 80 percent and keeps growing. However, the pace must be intensified.
Technological leadership in energy is not just a goal, but a prerequisite for the country’s overall progress,” Aisen Nikolayev stressed.

Rustam Minnikhanov noted that
Republic of Tatarstan was increasingly serving as a key platform for discussions on energy policy, reflecting strong recognition of the region’s
infrastructure and industrial potential.

Sergei Tsivilev highlighted
that, within the framework of a technological sovereignty model, a comprehensive inventory of existing energy technologies had been compiled, with
specific energy companies assigned responsibility for each area.

“We also invite leading international companies to cooperate. We are open to all countries and businesses that share our views and principles. While some actors seek to assert dominance through weapons, thus
advancing their interests whereas our approach is different: we aim to promote
global development through cooperation to create technological sovereignty and energy equity,” the Energy Minister concluded.

Meeting of Russia’s Maritime Board

A meeting of the Maritime Board of the Russian Federation was held in Moscow.

A meeting of the Maritime Board of the Russian Federation was held in Moscow.

It was chaired by Presidential Aide
Nikolai Patrushev.

Comprehensive assessment of Russia’s
national security in the sphere of maritime activities and proposals to ensure
it were discussed.

It was noted that the global
military political environment is marked by the erosion of international law and increasing threats to Russia’s national security, including those originating
from the maritime sphere. In response to these challenges, particular emphasis
was placed on ensuring adequate funding for the implementation of the Strategy for the Development of the Navy until 2050 and on completing the naval shipbuilding
programme. Additional measures were proposed to expand the production capacity
of shipyards, modernise facilities, and carry out their technical upgrade and modernisation. Ensuring the production of domestically manufactured marine
components was also considered.

The discussion addressed measures to enhance navigation safety along strategically important sea routes. In the context of building a new international transport and logistics architecture
based on safe and sustainable routes, instructions were issued to develop a comprehensive project titled Development of the Arctic and the Trans-Arctic
Transport Corridor. The Maritime Board expects that its implementation will facilitate
comprehensive development of the Russian Arctic and the Russian Far East, the expansion
of cargo base and domestic, international, and transit transportation of goods
and passengers along the country’s coastline.

In addition, the Board identified priority areas
for research, development and engineering of modern ships and vessels, and the creation of advanced marine technology, equipment, and advanced solutions for the development of the World ocean resources and spaces.

Meeting of the Supervisory Board of the National Centre for Historical Memory

First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko chaired a meeting

Centre for Historical Memory in 2025. Over the course of the year, the Centre
established itself as a recognised communications platform for the preservation
of historical memory and a developer of a proactive historical security
strategy. A key focus was on preserving the historical truth about the genocide
of the Soviet people by the Nazis and their collaborators during the Great
Patriotic War, as a crucial factor in fostering public rejection of Nazism. In addition, during the 80th anniversary year of Victory, the Centre
concentrated on the unity of the front and home front, the liberation mission
of the Red Army, and on upholding Russia’s position in the international arena
as a victorious nation.

The meeting approved the development strategy and priority areas for the National Centre for Historical Memory for 2026. The key components of this
strategy include the development of an expert component, the establishment of a national school of historical memory, the creation of a unified historical
space, and the formation of a verified resource base, including publicly
accessible content ready for use across a range of formats.

A clear indication of the Centre’s effectiveness was the Government’s
decision to grant it the authority to act as the national operator for perpetuating the memory of the victims of the genocide of the Soviet people,
and to implement intergovernmental agreements on military graves.

In order to fulfil its functions as the national operator for perpetuating the memory of the victims of the genocide of the Soviet people,
and to meet the Russian Federation’s obligations under intergovernmental
agreements on military graves, plans have been agreed for the establishment of the Centre’s branches in Russia’s federal districts.

* * *

The National Centre for Historical Memory under the President of the Russian Federation was established by Executive Order No. 817
of November 2, 2023, with the aim of preserving and protecting traditional

nationwide Giving Warmth campaign, timed to coincide with World Theatre Day.

Giving Warmth is a national initiative that has been running since 2023,
organised by the Federal Youth Centre with the support of the Presidential
Commissioner for Children’s Rights and regional children’s commissioners.
Volunteers hand out leaflets in public spaces to inform children about places
where they can spend their free time in meaningful and productive ways (such as youth centres, cultural centres, clubs, and local landmarks) while also raising
awareness of the risks associated with spending time online. The initiative has
proved highly popular, bringing together over 40,000 participants from all
regions of Russia. The Russian Theatre Union (RTU) joined the March 2026
edition as a partner.

In Gorky Park, Moscow, Maria Lvova-Belova, alongside founder and artistic director of the Children’s Musical Theatre of Young Actors Alexander
Fyodorov and a theatre and film actor, Vladislav Miller, who chairs the RTU’s
Youth Council, spoke with local teenagers. The young people were given badges
and leaflets listing places where they can enjoy quality free time.

The RTU’s Chairman, actor and director Vladimir Mashkov, noted that the Giving Warmth initiative helps children discover what theatre has to offer. He
explained that theatre is a place where teenagers can explore their talents,
make friends, learn to better understand others, and grow in self-confidence.

The Giving Warmth campaign will run in all regions of the Russian
Federation until March 29. The Russian Theatre Union is taking part in the initiative in 20 regions, including Moscow, the Bryansk, Kirov, Nizhny
Novgorod, Novgorod, Novosibirsk and Ryazan regions, and the Donetsk People’s
Republic.

Maria Lvova-Belova made a working visit to St Petersburg

Presidential

The Commissioner and Alexander Beglov agreed that St Petersburg will be among ten pilot regions for the Pereprava project, aimed at assisting at-risk youth.

The Pereprava project will be implemented in collaboration with the Ministry of Education of the Russian Federation, the Federal Centre for the Development of Adolescent Socialisation Programmes under the Centre for the Protection of Children’s Rights and Interests, and relevant regional authorities. St Petersburg already has extensive experience in working with adolescents, with the KONTAKT City Centre for Social Programmes and the Prevention of Antisocial Phenomena Among Youth and the St Basil the Great Centre operating in the city.

Responding to journalists’ questions, Maria Lvova-Belova explained that the Pereprava project is designed to support not only teenagers, but also their families. The initiative will focus on digital safety and the development of infrastructure, including youth centres, street services, daycare facilities for children with disabilities, and parent clubs. Emphasis will also be placed on responsible employment, career guidance for adolescents, and specialist training.

Together with Director of the Federal Adolescent Centre Alexei Petrov and representatives of the KONTAKT City Centre, Maria Lvova-Belova took part in a street social work service visit with teenagers and engaged with children at one of the city’s shopping malls.

The Commissioner highlighted that the goal of the Pereprava project is to leverage the regional adolescent support system to implement early prevention practices, addressing challenges faced by teenagers at an initial stage and preventing their escalation.

Maria Lvova-Belova also visited the Malenkaya Mama women’s crisis support centre, where she held personal meetings with families.

Meeting of the Council for Interethnic Relations Presidium

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov chaired a meeting of the Presidium of the Presidential Council for Interethnic Relations.

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov chaired a meeting of the Presidium of the Presidential Council for Interethnic Relations.

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov opened the meeting of the Presidium of the Council by outlining the key trends in the state ethnic
policy over the past year and describing the current situation in interethnic
relations.

It was noted that the country is entering a new phase with the adoption of the new State National
Policy Strategy of the Russian Federation for the period up to 2036.

The Government of the Russian Federation, regional authorities, and local self-government bodies are
tasked to promptly complete the preparation of specific action plans for its
implementation in 2026–2028, taking into account the current situation,
objectives, and challenges.

The main item on the agenda
of the Presidium meeting was the Council’s participation in the 2026 Year of the Unity of the Peoples of Russia, announced by President Vladimir Putin at the Russia National Centre on February 5. This is the Council’s most important
initiative, which holds strategic significance for the country’s further progress
and the strengthening of the Russian nation. Reports were heard on the participation of the Council’s organisations in the Year’s events, followed by a substantive discussion.

Further on, the members of the Council Presidium considered the issue of scientific support for the implementation of the state national policy of the Russian Federation. The Scientific Council of the Russian Academy of Sciences on Complex Problems of Ethnicity and Interethnic Relations is expected to play a key role in this
regard. A Co-Chair of the Council, member of the Academy of Sciences Valery
Tishkov, provided an update on the organisation of this work in the current
year.

In addition, pursuant to the President’s instructions following meetings of the Council for Interethnic
Relations, the Ministry of Science and Higher Education of the Russian
Federation and the Russian Academy of Sciences have been assigned specific
tasks to develop and implement a programme of scientific research dedicated to studying the ethnocultural diversity of Russian society and strengthening еру Russian national identity, as well as a comprehensive Programme of Scientific Research related to the multidisciplinary ethnographic study of the state-forming Russian people. Relevant reports were heard.

During the meeting, the Presidium approved the new composition of the Council’s commissions. The importance of actively involving representatives of regional and municipal
authorities, public associations, and the scientific and expert community in their work was emphasised.

At the conclusion of the meeting, a decision was made to launch the 2026 competition for the Russia President’s
Prize for Contributions to Strengthening the Unity of the Russian Nation.

Following the meeting, relevant decisions were
adopted.

Ruslan Edelgeriyev chaired the first meeting of the Expert Group on Bioeconomy

Aide to the President, Special

jointly with the Movement of the First public-and-state movement of children
and youth at the President’s instruction.

Yelena Yampolskaya announced
that, in accordance with the President’s instruction, the second season of the nationwide
competition would be a targeted initiative focused on the development of games
and toys for preschool education. The initiative forms part of a broader set of measures aimed at effectively addressing educational challenges in preschool
institutions. The measures were developed by the Presidential Executive Office together
with the Ministry of Education, and approved by the President.

According to Yelena
Yampolskaya, the competition is intended to encourage the creation of engaging
and up-to-date games and toys rooted in traditional Russian spiritual and moral
values.

The key update for the second
season is the introduction of a new competition format that includes three
categories corresponding to different stages of product development, from
initial ideas to prototypes and finished games and toys.

The thematic areas of the competition remain unchanged: Family and Traditional Spiritual and Moral Values;
Technological Breakthrough; History and Culture of Russia; and Heroes of the 21st
Century. This year, an additional category has been introduced, Unity of the Peoples of Russia.

Individuals aged 14 and older,
as well as creative teams and organisations, are eligible to participate by submitting their ideas, prototypes, or completed projects for games and toys.

Winners will have their products
featured in the Ministry of Education’s list of recommended equipment for kindergartens and receive assistance with promotion as well as other
incentives. Finalists will also receive support: their projects will be added
to a special bank of ideas and prototypes, from which they may be launched into
production, with appropriate rewards provided to the creators. Finished games
and toys may also be included in a register of verified and recommended
products bearing the Native Toy label.

The results of the competition are expected to be
announced in October 2026 at a games and toys festival and an industry
exhibition.

Ruslan Edelgeriev chaired the inaugural meeting of the Expert Group on Low-Emission and Digital Technologies in Energy

The group
operates as part of the broader interdepartmental working group on climate
change and sustainable development under the Presidential Executive Office.

The meeting brought together representatives from key ministries and agencies, the business sector, and leading figures from the scientific community for a substantive exchange of views. Discussions focused on strategically important
aspects of ensuring technological sovereignty and modernising the energy sector.

The meeting participants conducted a comprehensive expert-level review of the key
issues on the agenda. In particular, a joint report from the Energy Research
Institute of the Russian Academy of Sciences and the Ministry of Energy
outlined the principal challenges and barriers to low-emission and digital
development within the domestic fuel and energy sector. Building on this,
representatives from the Ministry of Energy detailed current government policy
aimed at stimulating, supporting, and implementing advanced technological
solutions in the industry. Speakers from the Ministry of Industry and Trade
then presented a comprehensive analysis of the most promising and in-demand
innovations for the sector, with a particular focus on development pathways in the context of limited financial resources.

Summing up the results of the discussion, the Presidential Aide emphasised the need for a systemic
approach to overcoming the challenges identified. He instructed that the full
range of issues raised concerning the technological development of Russia’s
fuel and energy sector be formally recorded in the minutes. These materials
will serve as the foundation for in-depth analytical work and the development
of targeted solutions at future expert group meetings.

Commentary by Presidential Aide Yury Ushakov on the telephone conversation between President of Russia Vladimir Putin and President of the United States Donald Trump

Presidential Aide Yury Ushakov: This evening, a telephone conversation took
place between the Presidents of Russia and the United States.

Donald Trump telephoned Vladimir Putin to discuss a number of highly
important issues related to the current international situation. Naturally, particular
attention was given to the situation surrounding the conflict with Iran, as well as to the ongoing trilateral negotiations on the Ukrainian settlement
involving representatives of the United States.

I would note
at the outset that the conversation was businesslike, frank and constructive, as is typically the case in dialogue between the Russian and American leaders.
They had not spoken by telephone for quite some time; their previous
conversation took place at the end of December 2025. Today’s call,
incidentally, lasted about an hour. The US President noted that, as previously
agreed, such contacts should take place on a regular basis, and both leaders confirmed
that they are ready for this.

The President of Russia set out a number of considerations aimed at achieving a prompt political and diplomatic settlement of the Iranian conflict, including
in light of the contacts he has recently held with leaders of the Gulf states,
with President of Iran Masoud Pezeshkian
and with the leaders of several other countries.

For his
part, the US President shared his assessment of developments in the context of the ongoing US-Israeli operation. I would note that a very substantive – and, I believe, useful – exchange of views took place on this matter.

President
Trump once again expressed interest in bringing the conflict in Ukraine to an end as soon as possible by achieving a ceasefire that would open the way to a long-term settlement.

On our
side, a positive assessment was given of the mediation efforts undertaken by Donald Trump’s team and by him personally.

An assessment was also provided of the current situation along the line of contact,
where Russian forces are advancing successfully. As was noted, this is a factor
that should compel the Kiev regime to finally move towards a negotiated
settlement of the conflict.

The leaders
also touched upon the issue of Venezuela, primarily in the context of the situation on the global oil market.

Overall, I would reiterate that the conversation was highly substantive and will
undoubtedly have practical significance for further cooperation between the two
countries across various areas of international policy.

Meeting of Russia’s Maritime Board Presidium

Presidential Aide Nikolai Patrushev chaired a meeting of the Russian Maritime Board Presidium.

Presidential Aide Nikolai Patrushev chaired a meeting of the Russian Maritime Board Presidium.

The discussion focused on matters pertaining to the improvement of procedures for conducting underwater inspections of vessels.

representatives of specialised ministries, judicial agencies, regional
prosecutors’ offices and commissioners for children’s rights from seven
regions. The officials reviewed the cases of five families.

A resident of Moscow wants her
parental rights to be reinstated and to reunite with her two daughters. It was
agreed that the authorities will help her obtain the required documents for reinstating her parental rights; she will also receive psychological
counselling for strengthening her relationship with the children.

The Commissioner for Children’s
Rights will support a young mother from the Republic of Crimea whom the authorities want to deprive of parental rights with regard to her elder son.
Guardianship agencies decided that she cannot effectively raise her son due to her age and unstable financial and housing situation. Maria Lvova-Belova noted that it became
possible to convince guardianship agencies to revise their decision; they will
toss out their lawsuit on depriving the woman of her parental rights. The Commissioner will help reimburse the mother for the services of a legal
attorney.

After visiting the Donetsk People’s
Republic, the Commissioner for Children’s Rights monitors a situation with
three sisters who have found themselves in an orphanage after their mother
suffered a stroke and was taken to hospital. The father of the girls always
lived with them but was not registered accordingly. To bring the children home,
it was decided to help prove his fatherhood, draw up documents and provide payments,
and to completely renovate their residence.

The authorities will help a mother form
Smolensk to bring her son back from a guardian who is no longer authorised to act as such.
