Workshop conference on the practices and tasks of regional executive authorities in implementing the State National Policy Strategy

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov and Presidential Plenipotentiary Envoy to the Central Federal District Igor Shchegolev held an annual workshop conference on the practices and tasks of regional executive authorities in implementing the State National Policy Strategy of the Russian Federation in the Vladimir Region. These workshop seminars are conducted at the President’s instructions in each federal district.

The conference was attended by Head of the Federal Agency for Ethnic Affairs Igor Barinov, Vladimir Region Governor Alexander Avdeyev, deputy governors and representatives of federal and regional authorities, and members of the expert community.

Magomedsalam Magomedov said in his opening remarks that state national policy is a key priority when it comes to ensuring internal stability and ethnic security in the country. He emphasised the implementation of the Presidential Executive Order On Holding the Year of Unity of the Peoples of Russia in 2026 and the new State National Policy Strategy until 2036.

It was pointed out during the conference that the situation in the Central Federal District remains stable and manageable despite the unprecedented external pressure and attempts to destabilise our inter-ethnic relations. At the same time, participants spoke about significant risks in this sphere and held an in-depth discussion on the migration situation. They stated that the migration factor remains one of the most acute issues affecting inter-ethnic relations, which is why continued regulation in this sphere and systematic work with foreign nationals remain essential.

The regions of the Central Federal District were advised to adopt strategic planning documents as soon as possible and update state programmes in accordance with the provisions of the new Strategy to ensure the achievement of the target indicators. The participants highlighted the implementation of the President’s instructions aimed at enhancing the efficiency of local authorities’ implementation of state national policy.

Relevant decisions were taken following the conference.

During their working trip, Magomedsalam Magomedov and Igor Shchegolev held a meeting with Vladimir Region Governor Alexander Avdeyev, during which they discussed socioeconomic development and inter-ethnic relations in the region.

Seminar-conference on implementing State Ethnic Policy Strategy

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov and Deputy Presidential Plenipotentiary Envoy to the Volga Federal District Igor Burenkov held a district seminar-conference devoted to the practice and tasks of the executive authorities of the constituent entities of the Russian Federation in implementing the State Ethnic Policy Strategy.

The meeting was attended by Head of the Federal Agency for Ethnic Affairs Igor Barinov, Head of the Chuvash Republic Oleg Nikolayev, deputy governors and representatives of regional government bodies, expert communities, and public organisations, as well as members of the Presidential Council for Interethnic Relations Vladimir Ivanov and Anna Polezhayeva.

Matters pertaining to interethnic relations and the situation in each region within the district were discussed.

Emphasis was placed on the implementation of the President’s instructions to the top officials of the constituent entities within the Volga Federal District, specifically with regard to the necessity of completing without delay the drafting of plans and amendments to strategic planning documents and state programmes. This entails ensuring the alignment of goals, tasks, priorities, target indicators, and other provisions of the new State Ethnic Policy Strategy for the period up to 2036, and of instructions designed to enhance the efficacy of the implementation of state ethnic policy at the local level.

Following the meeting, appropriate decisions were adopted.

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov chaired a meeting of the Presidium of the Presidential Council for Interethnic Relations.

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov opened the meeting of the Presidium of the Council by outlining the key trends in the state ethnic policy over the past year and describing the current situation in interethnic relations.

It was noted that the country is entering a new phase with the adoption of the new State National Policy Strategy of the Russian Federation for the period up to 2036.

The Government of the Russian Federation, regional authorities, and local self-government bodies are tasked to promptly complete the preparation of specific action plans for its implementation in 2026–2028, taking into account the current situation, objectives, and challenges.

The main item on the agenda of the Presidium meeting was the Council’s participation in the 2026 Year of the Unity of the Peoples of Russia, announced by President Vladimir Putin at the Russia National Centre on February 5. This is the Council’s most important initiative, which holds strategic significance for the country’s further progress and the strengthening of the Russian nation. Reports were heard on the participation of the Council’s organisations in the Year’s events, followed by a substantive discussion.

Further on, the members of the Council Presidium considered the issue of scientific support for the implementation of the state national policy of the Russian Federation. The Scientific Council of the Russian Academy of Sciences on Complex Problems of Ethnicity and Interethnic Relations is expected to play a key role in this regard. A Co-Chair of the Council, member of the Academy of Sciences Valery Tishkov, provided an update on the organisation of this work in the current year.

In addition, pursuant to the President’s instructions following meetings of the Council for Interethnic Relations, the Ministry of Science and Higher Education of the Russian Federation and the Russian Academy of Sciences have been assigned specific tasks to develop and implement a programme of scientific research dedicated to studying the ethnocultural diversity of Russian society and strengthening еру Russian national identity, as well as a comprehensive Programme of Scientific Research related to the multidisciplinary ethnographic study of the state-forming Russian people. Relevant reports were heard.

During the meeting, the Presidium approved the new composition of the Council’s commissions. The importance of actively involving representatives of regional and municipal authorities, public associations, and the scientific and expert community in their work was emphasised.

At the conclusion of the meeting, a decision was made to launch the 2026 competition for the Russia President’s Prize for Contributions to Strengthening the Unity of the Russian Nation.

Following the meeting, relevant decisions were adopted.

Meeting of the Council for Interethnic Relations Presidium

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov chaired a meeting of the Presidium of the Presidential Council for Interethnic Relations.

Opening the first meeting of the Presidium of the Council with newly appointed members, Magomedsalam Magomedov reviewed the Council’s performance during the year. The Deputy Chief of Staff of the Presidential Executive Office noted that the situation in the sphere of interethnic relations remained stable and controllable despite ongoing attempts by foreign anti-Russian centres to precipitate social unrest in order to drive a wedge between the peoples of Russia. In this regard, in the coming year, it is planned to place greater emphasis on strengthening unity and interethnic harmony, implementing state ethnic policy in the regions and municipalities, timely forecasting and responding to conflicts, and increasing the effectiveness of civil society institutions.

The main outcome of the work this year was the meeting of the Council for Interethnic Relations chaired by the President, during which Vladimir Putin supported the vision developed by the Council regarding the goals and priority areas of state ethnic policy for the coming decade, subsequently approving the State National Policy Strategy to 2036. In addition, an initiative to designate 2026 as the Year of Unity of the Peoples of Russia in the Russian Federation was endorsed.

Head of the Federal Agency for Ethnic Affairs Igor Barinov provided information on the progress in drafting the federal plan of activities to implement the Strategy in 2026–2028. The participants approved the document in general and offered several suggestions. Concluding the discussion on this matter, Magomedsalam Magomedov had the following to say, “Given that the public authorities of the constituent entities of the Russian Federation and local self-government bodies are encouraged to follow the provisions of the State National Policy Strategy in carrying out their activities and drafting plans in this sphere, a unified framework of planned activities for implementing the Strategy, aligned with common benchmarks, should be created across the country. It is imperative to provide guidelines when working with the regions.”

During the meeting, the participants also reviewed matters related to planning and organising the work of the Council in 2026. A new structure of working bodies was approved. The following commissions were created: Commission on Strengthening National Civic Identity; Commission on Preserving Russia’s Ethnocultural and Linguistic Diversity; Commission on Legislation, Ensuring Interethnic Harmony, and Preventing Extremism; Commission on Media Support and International Cooperation; Commission on Regional Aspects of State Ethnic Policy and Promotion of Civil Society Institutions. The

scientific support was entrusted to the Scientific Council of the Russian Academy of Sciences on Complex Problems of Ethnicity and Interethnic Relations.

Decisions on the matters at hand have been made at the end of the meeting.

Magomedsalam Magomedov met with Omani Minister Mohammed Bin Said Bin Khalfan Al Mamari

The sides exchanged views on bilateral Russian-Omani cooperation, which has received fresh impetus following a meeting between President of Russia Vladimir Putin and Sultan of Oman Haitham bin Tariq Al Said held in April 2025.

Magomedsalam Magomedov informed his counterpart about Russia’s system of promoting interethnic and interfaith accord, the goals and priorities of the State National Policy Strategy, which is being implemented, and the activities of the Presidential Council for Interethnic Relations. He noted the friendly nature of international relations, the growing economic cooperation, interaction with Arab states in the context of promoting the principles of a multipolar world order, and the fact that these countries have not joined the anti-Russia sanctions despite pressure from the West.

Mohammed Bin Said Bin Khalfan Al Mamari pointed out several promising spheres where Russia and Oman can actively develop cooperation, stated that Russian citizens in Oman enjoy all the rights and freedoms stipulated by local legislation and international law, and expressed gratitude for the thorough preparation and the packed programme of the Omani delegation’s visit to Russia.

The sides exchanged views on the practical aspects of interfaith and interethnic activities, as well as interaction between the authorities and religious and ethnic associations of citizens.

First, let me go back to yesterday’s events – the National Unity Day celebrations.

As you all know, this holiday celebrates a major inflection point in early 17^th century, when Russia defeated the invaders and put an end to the period we call the Time of Troubles. This was a genuine feat for our nation, with people from various social strata and ethnic groups coming together for the sake of their shared Fatherland.

At the same time, what happened in the distant past still serves as a lesson for all of us. Indeed, it will always remain relevant by serving as a rallying cry for all the subsequent generations to prevent disputes from giving rise to discord that can destroy a nation, as well as to prevent anything that undermines statehood and its very foundations. It is also a call to preserve and cherish social and national unity, as well as our values and the tenets we share. It would not be an exaggeration to say that this is the most important and fundamental pillar of our sovereignty.

Today, our heroes, soldiers and officers, exemplify a genuine sense of interethnic unity and brotherhood-in-arms as part of the special military operation. They have been waging their righteous battle together for Russia demonstrating on the battlefield that we stand as a united nation.

Colleagues,

Our meeting’s agenda focuses on the State Interethnic Policy Strategy. We will sum up performance under this strategy since 2012 and will also discuss the drafting of an updated strategy for the next ten years.

Let me note that several major organisational and administrative decisions have been taken in keeping with this strategy. In fact, we have built a cohesive and up-to-date policy framework for interethnic affairs to meet the challenges we face and the objectives we pursue today.

I would like to thank all of you for your work, including the Presidential Council, our colleagues from government agencies and NGOs, spiritual leaders representing our traditional religious denominations, as well as the academic community.

We need to continue fine-tuning the legal framework, institutions and mechanisms that have proven to be effective. This includes efforts to develop a system for monitoring and early prevention of any risks that have the potential of evolving into conflict situations in interethnic and interfaith relations.

On the whole, social studies have registered stable and positive trends in these spheres, but only on the whole. It is essential to promptly respond to every local incident, which sometimes happens because life is complex and diverse. We must prevent provocations and attempts to sow strife among people, considering that those who try to incite them usually live outside the country and are being supervised, financed and controlled by foreign security services.

Their obvious goal is to undermine our unity. Our enemies are using every opportunity and pretext for this, including household incidents and the migration factor, to stir things up, and incite and provoke conflicts relying on radical groups, which implies openly terrorist methods.

New pseudo-international organisations and pseudo-national centres that are established outside Russia are nothing other than instruments in the information war waged against us. You are aware of this, as they are increasingly talking about the “decolonisation” of Russia, which amounts to dismembering the Russian Federation and inflicting the much talked-about “strategic defeat” on Russia.

They have coined a new term, “post-Russia,” which means a territory stripped of its sovereignty and split into small fragments subordinate to the West. We have often heard about this in different versions. New ones have emerged, but their essence has not changed.

Nevertheless, although they have not succeeded in achieving their goal over the past decades and even centuries, they carry on this policy, and hence threats to us persist. We must certainly take this into account and respond firmly, consistently, systematically and appropriately to these risks and challenges. The new edition of the State Ethnic Policy Strategy must reflect all these elements.

Colleagues, I would like to draw your attention to the following.

First, as I have said, the ideology of aggressive Russophobia is spearheaded against all peoples of our country, because there is no Russia without the Russian people, the Russian ethnos and the Russian factor. That is why Russophobia is in the focus of our opponent’s attention.

The Russian identity, the traditions, culture and language of our state-forming people must be nurtured and protected. Their unifying force is the guarantee of the unity of our multinational Fatherland.

Of course, the culture, customs and language of each people living in our vast country are also important and necessary for us. This diversity and our concern about maintaining it are the bedrock of Russia’s ethnic policy.

I would like to add that there will be two new holidays in the Russian calendar: the Day of Indigenous Peoples and the Day of the Languages of the Peoples of the Russian Federation. They will be marked on April 30 and September 8, respectively.

Second, public opinion should be one of the crucial indicators of national policy effectiveness. It is important to understand what people think about interethnic relations in their region, city or community, as well as their views on the quality of officials’ work in this sensitive area.

Of course, to capture the real-life picture and dynamics, particularly when it comes to strengthening our national identity, we need precision tools.

In this context, I would like to ask you to examine sociological research on the matter, in cooperation with leading scholars and experts, and propose solutions on how we can improve these tools using advanced research.

Third, the system of effectiveness indicators under the new strategy is extremely important for the quality of management and for making balanced, timely decisions.

I agree with our colleagues: the list of these indicators in ethnic policy must be comprehensive and objective, which also means they should be applied to the performance of competent authorities across all levels. I ask the Government, the Council and the regions to work through this matter extensively.

Fourth, the strategy proposes strengthening the regional component. This is the right step for our large federation. At the same time, regional heads must have all the tools available for working locally, while the federal centre must, as usual, map out the general strategic course.

Fifth, coordinating inter-ethnic relations is currently the responsibility of an inter-agency working group. Considering the importance of this area of work, I suggest elevating its status to that of a government commission.

Now, let’s move to the meeting agenda.

Vladimir Putin: I will continue the topic of media work – something that Igor Barinov and Tatyana Golikova spoke about. They began with fake news, media issues, misinformation, and so on.

This is a very important area of work – countering attempts to influence us and our society. We must realise that it is a weapon. It is a weapon that Russia’s opponents use against us while improving it.

I must report to you that we have obtained copies of documents drafted by Western intelligence agencies and the foreign centres funded by these agencies that directly describe the strategy of undermining Russia from within by dividing our society and provoking interethnic and interfaith conflicts. We must be aware of this, and our public must know, including people of different ethnicities.

Those who take this path essentially… Clearly, life is complicated and diverse, presenting us with many challenges that may arise, and they do arise, including in everyday matters, for any reason at all. Many conflicts are natural. But we have no right, especially today, to inflate any, even seemingly small, disagreements. We should do the opposite.

I want to thank you for making a significant contribution to resolving interethnic and interfaith disagreements and conflicts. There are no small tasks here and no minor conflicts. We must pay attention to everything and respond quickly, in a professional and thoughtful manner, with love and respect for the interests of the people involved in specific situations. If there is goodwill – which you always demonstrate – and respect for people, you can achieve any compromise.

Of course, it is important to take a very serious and responsible approach to addressing the matters you deal with as part of your professional duties year after year – at the level that our country needs.

These issues are always important for a state with a multi-ethnic population – and there are many such states. But for us, it is particularly important. Ms Golikova said that we have 190 or 194 ethnic groups, correct? In fact, that is not the exact figure. I have heard 196 and other numbers. After all, there are many multiethnic countries but not so many countries like Russia. You see, after all, our country is unique. Therefore, we must do everything to strengthen our unity, as our colleague [Valery Tishkov] said, our civil and national identity, which encompasses both state and Russian identity. On this basis, we can strengthen our state, our Russian identity and our Russian nation. This is our goal.

I want to thank you for the work done on implementing the previous strategy, which is about to expire. Please prepare the draft executive order on adopting the new ethnic policy strategy for the period of 2026 to 2036.

Meeting of the Council for Interethnic Relations Presidium

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov chaired a meeting of the Presidium of the Presidential Council for Interethnic Relations.

Magomedsalam Magomedov noted at the meeting that one of the main tasks this year is to implement the President’s instructions on drafting a new State Ethnic Policy Strategy through to 2036. The new wording preserves the main approaches to implementing the state ethnic policy and has also clarified and updated its goals and tasks for the medium term, with due regard for the current threats and challenges. At the same time, the document includes significant innovations.

Some of the President’s instructions, including those issued following the latest Council meeting, have to do with enhancing the efficiency of assessing the implementation of the state ethnic policy and upgrading the system of its indicators. “It is planned to adopt cross-cutting indicators for the bodies of authority at all levels. The number of target indicators in the Strategy will be increased,” Magomedsalam Magomedov noted.

During the meeting, the Presidium members identified the main issues to be discussed at the upcoming Council meeting to be chaired by the President of the Russian Federation and approved candidates for the 2025 Presidential Prize for Contribution to Strengthening the Unity of the Russian Nation, which will be submitted to the Presidential Council for Interethnic Relations.

Corresponding decisions have been adopted following the meeting.

Opening the event, Magomedsalam Magomedov read out the President’s message of greetings to the participants of the forum and the convention of the Association of Finno-Ugric Peoples national public movement.

In his address, the Deputy Chief of Staff of the Presidential Executive Office noted that, despite the activity of foreign forces who, speculating on the theme of the Finno-Ugric world, attempt to sow discord and undermine the unity of Russia, the situation in the sphere of interethnic relations remains stable and under control. According to Magomedsalam Magomedov, sociological surveys indicate a high level of all-Russian civic identity and positive relations among representatives of different nationalities.

The Chairman of the Presidium of the Presidential Council for Interethnic Relations highlighted the importance of unity between the state and society in countering destructive forces.

Magomedsalam Magomedov also noted the significant contribution of the Association of Finno-Ugric Peoples of the Russian Federation to addressing issues of state national policy, as well as its active involvement in the work of the Presidential Council on Interethnic Relations, and expressed gratitude to the organisation’s activists for their initiatives to strengthen interethnic concord and unity in Russia.

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov chaired a meeting of the Presidium of the Presidential Council for Interethnic Relations.

Opening the meeting, the Deputy Chief of Staff of the Presidential Executive Office emphasised the pivotal role of the President of Russia and the Council for Interethnic Relations in the strategic planning of state national policy. In particular, speaking about drafting the new State National Policy Strategy through to 2036, Magomedsalam Magomedov noted: “The work being undertaken is substantial and requires particular attention, as it will set the benchmarks for the next ten years.”

Magomedsalam Magomedov thanked members of the Presidium for their active participation in formulating the goals, priority areas, tasks, and other fundamental elements of the future strategy. The draft strategy has already undergone public discussion and is currently being reviewed by the Russian Security Council in accordance with established procedure.

The Council Presidium also discussed and approved the Government’s report on the implementation of the Russian Federation state national policy in 2024, which had been presented for consideration.

Finally, a list of nominees for the 2025 Presidential Prize for Contribution to Strengthening the Unity of the Russian Nation was approved. Submissions have been sent for independent review to leading scientific institutions. The President will make the final decision on the laureate based on the Council’s proposal by November 4 this year.

Magomedsalam Magomedov speaks at the 16th Congress of Anthropologists and Ethnologists of Russia

Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov took part in the 16^th Congress of Russia’s Anthropologists and Ethnologists, held in Perm on July 2–6.

Opening the plenary session, Magomedsalam Magomedov read out a message of greetings from the President, which reads, in part:

“Your forum rightfully enjoys high respect and prestige, and for many years, it has been bringing together famous scientists, experts, university professors and representatives of specialised ministries and agencies. It raises before its participants serious issues linked with the development of high-priority aspects of the national school of history, anthropology, ethnology, and training skilled specialists.

I would like to note that the current meeting marks a significant date, the 180th anniversary of establishing the Ethnographic Commission of the Imperial Russian Geographical Society. The Commission paved the way for systematic studies of unique cultures, languages, traditions and lifestyles of our country’s nations. It became a genuine cradle of academic science and accomplished a lot in the sphere of wide-ranging public education projects.

Let me stress that we sincerely cherish the immensely rich historical and spiritual asset – good relations between representatives of various religions and cultures that are passed on from generation to generation. I am confident that the preservation of inter-ethnic peace and accord and the protection of traditional values is the main and key guarantee of Russia’s sustained and sovereign development. And, of course, it is important to strengthen constructive dialogue between state agencies and civil society institutions. Therefore, substantive and large-scale initiatives, including, without doubt, your forum, assume major significance.”

In his remarks, Deputy Chief of Staff of the Presidential Executive Office and Chairman of the Presidium of the Presidential Council for Interethnic Relations Magomedsalam Magomedov also noted, “The state ethnic policy, as well as uniform approaches to implementing it at all levels of government, in close cooperation with civil society is one of the topmost priorities for our multi-ethnic state. Historically, Russia formed as a union of equal groups, many of them autochthonous, which directly contributed to shaping Russia’s statehood. At the same time, undeniably, the key state-forming role in this process belongs to the great Russian people, Russian culture and the Russian language.”

“We realise that modern-day approaches to the implementation of the state ethnic policy cannot be ensured without high-quality academic and expert support and qualified personnel. At the same time, I am confident that the Russian academic community has enough capacity for more substantial involvement in implementing state ethnic policy,” the Deputy Chief of Staff of the Presidential Executive Office stressed.

During his working trip, Magomedsalam Magomedov held a working meeting with Governor of the Perm Territory Dmitry Makhonin to discuss various aspects of socioeconomic development and interethnic relations in the region.

The event participants focused on the strategy’s implementation in the federal district’s regions.

Attending the event were Krasnoyarsk Territory Governor Mikhail Kotyukov, Head of the Federal Agency for Ethnic Affairs Igor Barinov, representatives of regional authorities, law enforcement agencies, expert communities and public organisations, as well as members of the Presidential Council for Interethnic Relations.

In his remarks, Magomedsalam Magomedov listed key objectives in the field of the state ethnic policy for all entities of the Russian Federation. He drew attention to the need for improving communication with municipalities, to make it more effective, to train personnel, to allocate funding and to fine-tune the system for evaluating the effectiveness of activities in this sphere.

Magomedsalam Magomedov emphasised that the situation in the sphere of interethnic relations in the Siberian Federal District remained stable and controllable, and that the level of popular approval of its current state traditionally exceeded average nationwide indicators.

The event participants discussed a wide range of key issues and the situation in each region of the federal district. They approved the relevant decisions following the seminar.

The event was attended by Head of the Federal Agency for Ethnic Affairs of Russia Igor Barinov, Deputy Prosecutor General of Russia Sergei Zaitsev, heads of the Urals Federal District regions Alexei Teksler, Dmitry Artyukhov, Ruslan Kukharuk, Alexander Moor, and Denis Pasler, as well as representatives of regional authorities, law enforcement agencies, municipalities, expert communities, public organisations, and members of the Council for Interethnic Relations.

In his remarks, Magomedsalam Magomedov emphasised that the country’s situation regarding interethnic relations remains stable and under control. He reminded that this year marks the completion of the current State National Policy Strategy, under which these results were achieved, and a modern, unified system of state governance in national policy was established. A new document is currently being prepared, covering the period until 2036, which aims to strengthen the unity of the multinational people (the Russian nation) while preserving the ethnocultural diversity of Russia’s peoples. In this regard, he highlighted the substantial work ahead to update regional legal frameworks and improve the efficiency of cooperation with municipalities.

Magomedsalam Magomedov also recalled that the amended Federal Law On the General Principles of Organising Local Self-Government in the Unified System of Public Authority assigns important tasks to local self-government bodies: developing and implementing measures to strengthen interethnic and interfaith harmony, supporting and developing the languages and cultures of Russia’s peoples, safeguarding the rights of indigenous minorities and ethnic groups, ensuring the social and cultural adaptation of migrants, and preventing interethnic conflicts.

The participants reviewed some of the results of the implementation of state ethnic policy in the Russian Federation and the activities of the Council for Interethnic Relations in 2024.

Opening the meeting, Magomedsalam Magomedov emphasised that in the face of the intensifying attempts to create a favourable background for major social upheavals in our society, the ongoing systematic work to execute the state ethnic policy at all levels has ensured resistance to the outside pressure, and continues to improve in response to the new challenges and threats.

The participants had a discussion on the progress in elaborating the new State Ethnic Policy Strategy of the Russian Federation until 2036, updating its goals, objectives and priorities. They also considered some of the current trends in ethnic relations in Russia. Those present heard reports made, respectively, by Igor Barinov, head of the Federal Agency for Ethnic Affairs, Dr Valery Tishkov, co-chair of the Scientific Council of the Russian Academy of Sciences on ethnicity and interethnic relations, Vladimir Zorin, chairman of the Civic Chamber Commission on Interethnic, Interreligious Relations and Migration, and Alexander Brod, coordinator of the Lawyers for Human Rights and Dignified Life public organisation.

Opening the meeting, Magomedsalam Magomedov noted that, in the face of external pressure and attempts to destabilise the socio-political landscape in Russia, interethnic relations remain stable and effectively managed. Furthermore, the unity and consolidation of the multi-ethnic society are progressively strengthening.

The Presidium of the Council for Interethnic Relations deliberated upon the implementation of the President's instruction to formulate a new State Ethnic Policy Strategy of the Russian Federation until 2036.

”The effective State Ethnic Policy Strategy has played an instrumental role in establishing a unified state national policy across our nation, ensuring stabilised and significantly enhanced interethnic relations. The core objectives of national policy, which were enshrined in the Constitution in 2020, must undoubtedly be preserved. Over the period of implementing the current Strategy, we have developed a system and effective tools at federal, regional, and local levels,“ the Deputy Chief of Staff emphasised.

Magomedsalam Magomedov also addressed the execution of state ethnic policy in the newly integrated regions of Donbass and Novorossiya, focusing on their harmonisation within the Russian national framework.

The Federal Agency for Ethnic Affairs presented a report on drafting a strategic document, detailing the basic spending parameters and measures anticipated in 2025 as part of the state programme for ethnic policy implementation.

During the meeting, nominations for the 2024 Presidential Prize for Contribution to Strengthening the Unity of the Russian Nation were identified for submission to the Council for Interethnic Relations.

Opening the meeting, Magomedsalam Magomedov evaluated the current situation in the sphere of interethnic relations and focused on the national development goals of the Russian Federation until 2030 and up to 2036, as stipulated by the President. He also emphasised the need to update high-priority aspects of the state ethnic policy and mechanisms for its implementation.

The drafting of a new strategy for the Russian Federation’s state ethnic policy was identified as the most important short-term objective. “I would like to once again emphasise that this is an inter-departmental and comprehensive document. Furthermore, various federal agencies, constituent entities of the Russian Federation, academic and expert organisations, civil society institutions and media outlets should take part in its implementation. The Presidential Executive Office holds annual seminars and meetings in every federal district, ensuring feedback with the regions to monitor and adjust specific local objectives. The strategy and its implementation plans serve as the foundation and the main regional driving force, hence the objectives, mechanisms and financial allocations,” Magomedsalam Magomedov noted.

During the meeting, the Federal Agency for Ethnic Affairs presented a state report on the implementation of the state ethnic policy in 2023. The decision on the need to prepare this annual report was taken by the President following a 2023 meeting of the Council for Interethnic Relations. The meeting participants engaged in an active discussion of the report.

Additionally, they reviewed potential recipients of the 2024 Presidential Prize for Strengthening the Unity of the Russian Nation.
