Fourth nationwide forum National Qualifications System of Russia held in Moscow

The 4th nationwide forum National Qualifications System of Russia was held under the aegis of the Presidential National Council for Professional Qualifications and with the support and participation of the Russian Union of Industrialists and Entrepreneurs, the Ministry of Labour and Social Protection, the Ministry of Education, the Ministry of Science and Higher Education and the Federation of Independent Trade Unions of Russia.

The forum gathered over 1,100 representatives of federal and regional government bodies, major companies, professional communities, and educational and scientific organisations. Representatives of 65 regions of the country as well as representatives of German government bodies and associations of employers attended the forum.

President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin chaired a regular meeting of the Presidential National Council for Professional Qualifications.

The meeting was attended by National Council members, representatives of the Labour Ministry, the National Agency for Qualification Development, chairpersons of councils for professional qualifications, representatives of employers’ and trade unions’ associations, academic and educational organisations.

In his opening remarks, National Council President Alexander Shokhin said Moscow was to host the 3^rd National Forum National System of Qualifications on December 7 and 8. An international conference will be held on the sidelines of the event on the development of qualifications’ systems around the world, as well as an awards ceremony for winners of the competition Coverage of the National System of Qualifications by Russian Media in 2017.

In his remarks, Labour and Social Protection Minister Maxim Topilin proposed a system-wide analysis of efforts to develop professional qualifications and new key performance indicators (KPIs) for the councils for professional qualifications, taking into account how the qualifications evolve and digitalisation trends in the economy.

Mr Topilin noted that under current laws, the requirement to take into account professional standards in the public sector will become mandatory starting January 1, 2020. By that time, the ministries are expected to develop roadmaps for implementing these standards.

General Director of the National Agency for Qualification Development Alexander Leibovich made a presentation on 262 professional qualifications, saying that the number of qualification assessment centres has increased substantially, with 36 percent more in the second quarter.

Participants in the meeting paid special attention to implementing professional standards in education.

Deputy Labour and Social Protection Minister Lyubov Yeltsova spoke about efforts launched in accordance with Presidential instruction to develop and update professional standards for the Union of Young Professionals (WorldSkills Russia). The list of standards for professions has been compiled and consultations held with experts from the union and representatives of the council for professional qualifications in a number of industries.

The participants also discussed matters related to the independent assessment of qualifications, the need to amend certain provisions of the Law on Education, and mechanisms for implementing professional standards in education programmes.

The meeting was attended by National Council members, representatives of the Ministry of Education and Science and the Ministry of Labour, chairmen of councils for professional qualifications, representatives of employers, trade union associations, and scientific and educational organisations, and representatives of the National Agency for Qualification Development.

Deputy Science and Education Minister Lyudmila Ogorodova talked about the results of updating the Federal State Educational Standards (FSES) based on professional standards.

Rector of the National Research University Higher School of Economics (HSE) Yaroslav Kuzminov noted that the FSES system should develop more dynamically to keep pace with the needs of the labour market.

General Director of the National Agency for Qualification Development Alexander Leibovich spoke about the Register of Independent Assessments of Qualifications and how it works. The register helps monitor the development of the national qualifications and qualifications assessment system.

According to Vice President of the Russian Union of Industrialists and Entrepreneurs and Chairman of the Council for Professional Qualifications of the Financial Market Alexander Murychev, the register has been successfully put into operation.

Alexander Shokhin added that the register is a mirror showing the work of professional qualifications councils, so it is essential to update the register in a timely manner.

The Russian Union of Industrialists and Entrepreneurs (RSPP) organised the 15^th meeting of the National Council for Professional Qualifications, chaired by RSPP President Alexander Shokhin.

Participants included members of the National Council, heads of professional qualifications councils, officials from the Ministry of Education and Science, and representatives of employers’ associations, trade unions, and research and education organisations.

The National Council decided, among other things, to establish four new professional qualifications councils and approved lists drafted by the councils for 479 different professional qualifications in construction, the lift sector and vertical transport, the nanotechnology industry, nuclear energy, office professionals and administrative workers, the housing and utilities sector, and the automotive industry. These lists will be included on the National Register of Professional Qualifications and Conduct of Independent Evaluation of Professional Qualifications.

The National Council for Professional Qualifications discussed draft law On an Independent Assessment of Qualifications and approved the creation of two new professional qualifications councils.

The Russian Union of Industrialists and Entrepreneurs (RUIE) held a meeting of the Presidential National Council for Professional Qualifications, chaired by Head of the RUIE Alexander Shokhin.

In addition to members of the National Council for Professional Qualifications, participants in the meeting included the heads of professional qualification councils and representatives from the Presidential Executive Office, ministries, employers’ associations and trade unions, as well as science and education organisations.

The Presidential National Council for Professional Qualifications held its ninth meeting.

Along with Council’s members, representatives of professional qualifications councils, federal ministries, employers’ associations and trade unions, and research and educational organisations also took part in the meeting.

The meeting examined 35 draft professional standards, of which 12 drafts were approved in construction, railways, the space sector, education and culture.

Implementing the presidential instructions on professional qualifications was the subject of particular attention at the meeting.

Chairman of Presidential National Council for Professional Qualifications Alexander Shokhin chaired a National Council meeting.

The Council discussed the development of personnel training in Russia and the functioning of professional qualifications councils in 2015.

In particular, the meeting participants considered measures to improve the system of secondary professional education and the draft federal law on amending the Labour Code to specify the procedure for developing, approving and applying professional standards.

In addition, the meeting resolved to create a Council on Professional Qualifications in Machine Building on the basis of the Machine Builders’ Union of Russia national employers’ association.

The Council serves as a Presidential advisory body and is created with the aim of looking into issues pertaining to creating and developing in Russia a system of professional qualifications.
