Following a July 29, 2010 meeting of the Council for the Implementation of Priority National Projects and Demographic Policy, the Government of Russia was instructed to report on measures taken to provide housing to young scientists of the Russian Academy of Sciences, including through designing special mortgage programmes for this group of professionals, at the next session of the Council.
The Government of Russia approved the Housing Federal Target Programme for 2011–2015, which stipulates actions to provide housing to Russian Academy of Sciences staff, first and foremost young scientists.
In particular, its implementation would involve granting social benefits in the form of government housing certificates, which will allow 1,960 young scientists’ families to improve their living conditions. There are also plans to direct funds toward building or acquiring some 1,950 apartments by the Russian Academy of Sciences for its staff, first and foremost young scientists. A draft mortgage programme for young specialists and scientists is also under development.
