Amendments to Executive Order On National Free Television Channels and Radio Stations

Dmitry Medvedev signed Executive Order On Amendments to the Presidential Executive Order No. 715 of June 24, 2009 On National Free Television Channels and Radio Stations and to the List of Mandatory Free National Channels Approved Thereby.

The Executive Order stipulates that mandatory free national television and radio channels are bound to be distributed throughout Russia and must be charge-free for consumers. 

The list of mandatory free national channels includes Rossiya, Rossiya-2 (sports channel), Rossiya-24 (news channel), Rossiya-Kultura (culture channel), Carrousel (channel for children and youth), all part of the National State Television and Radio Company (VGTRK), as well as Channel One, Petersburg — Channel 5, and NTV.

The Executive Order defines the functions of the Federal State Unitary Enterprise Russian Television and Radio Broadcasting Network (RTRS), which is the broadcaster of mandatory free national television and radio channels throughout Russia, and specifies the procedure for subsidising broadcasters and RTRS. 

The Executive Order contains instructions for the Government on the state regulation of RTRS’s tariffs for broadcasting free national television and radio channels and services for the delivery of these channels’ signals via satellite and landlines using other operators’ networks.
