Vladimir Putin has resolved to establish the Presidential Directorate for Science and Education Policy as part of the Presidential Executive Office. The Directorate’s role will be to provide support for the activities of the Russian President in the formation and implementation of state policy in science and education.
The executive order comes into force upon its signing.
The executive order outlines the Directorate’s main objectives, in particular, its participation in ensuring the implementation of the President's constitutional powers to determine the main directions of state policy in science and education.
Among the Directorate’s main functions the executive order lists the following: participation in the drafting of federal legislation introduced by the President to the State Duma as a legislative initiative, as well as draft decrees, executive orders and instructions of the President in the sphere of science and education; examination of draft federal laws on these issues; participation in the preparation of materials for the annual Presidential Address to the Federal Assembly and other policy documents and speeches of the President; participation in the development of concepts for national projects and presidential programmes in the field of science and education; ensuring interaction of the Presidential Executive Office with the state academies of science; preparation of proposals for the creation and development in Russia of scientific and educational centres of global importance.
