The meeting began with a minute of silence in memory of those killed by the floods.

Regional Development Minister Oleg Govorun and Emergencies Minister Vladimir Puchkov reported on the damage caused by the floods and the measures being taken. Healthcare Minister Veronika Skvortsova briefed the President on assistance the flood victims are receiving, and Director of the Federal Service for Environmental, Technological, and Nuclear Monitoring Nikolai Kutyin reported on the situation at the Neberdzhayevskaya reservoir.

Director of the Federal Service for Hydrometeorology and Environmental Monitoring Alexander Frolov gave information on the natural causes that provoked the disaster, and Deputy Chairman of the Investigative Committee Yelena Leonenko reported on the operations underway in the disaster zone to identify those killed in the floods.

Mr Putin instructed the Investigative Committee to conduct an objective investigation of the authorities’ actions to warn local residents of the disaster and of the measures they have taken in response to the floods.

Interior Minister Vladimir Kolokoltsev briefed the President on the measures taken to prevent looting and protect state institutions and material assistance distribution points. Finance Minister Anton Siluanov reported on the measures taken to provide financial compensation to the victims.

Mr Putin instructed the Regional Development Ministry to work together with the Krasnodar Territory authorities to, with the support of the Emergencies and Interior Ministries, make a thorough examination of the damaged houses and buildings in order to establish rapidly what kind of assistance is needed, how much money new construction will require, and decide on sites for construction to begin.

The President said that assistance for the people left in these difficult circumstances must reach them rapidly, and that he expects a report on the situation in this area at the end of the week.

Mr Putin also examined another tragedy – a fatal road accident involving a bus carrying Russian religious pilgrims in Ukraine. The President instructed the Finance Ministry and other agencies to provide all necessary assistance to the victims.
