The telegram reads, in part:

And, of course, we honour those who continue these wonderful traditions today, securing the rights and lawful interests of our citizens. They are creating conditions for the sustainable, sound and effective development of our nation and our society.
In the 21st century, the scope of your responsibility has broadened significantly. Modern challenges step up the demands to national security efforts. Therefore, it is vital to implement new procedures that correspond to today’s realities, to think strategically and take the lead, particularly in the fight against terrorism and extremism that operate under the banner of nationalism and religious intolerance.
Particular attention should be given to challenges related to defending Russia’s economic interests, intellectual property and cultural wealth, as well as protecting the national border.
I expect your patriotism, commitment and deep knowledge to further serve the Fatherland.”
