President Vladimir Putin sent a message to heads of the world's leading secret services meeting in Moscow

The message was read aloud by Viktor Ivanov, deputy chief of staff of the Presidential Executive Office.

The world community, the message said, is today facing the shared task of creating an effective system of international security to provide a real defence against terrorism and extremism for ordinary people. The UN is called upon to play the key role in this. It is of principled importance to ensure close cooperation between the secret services and law enforcement bodies the world over, especially in the exchange of intelligence and the elimination of the financial base of terrorism. President Putin expressed hope that decisions and recommendations to be adopted in the course of the meeting would help the law enforcement agencies report better results in the elimination of the terrorist threat and cut short the activities of extremist groups.

The second meeting of heads of secret services and law enforcement agencies of the CIS countries, G8, NATO and the European Union was attended by more than 60 delegations from 43 countries.
