Mr Putin gave instructions for a thorough investigation of this terrorist act, and also for an investigation into how it was possible that this crime was able to be committed on the territory of a guarded military facility. The President discussed these matters on the telephone with Mr Ivanov, FSB head Nikolai Patrushev and Prosecutor General Vladimir Ustinov.
