The first hundred candidates include 36 people from federal agencies, 23 from the regional administration, 31 from business, and 10 from science, education and non-profit organisations. Candidates were selected from among 1211 people whose names were put forward by experts.
The candidates on the list must be between 25 and 50, have a university degree, and possess such qualities as managerial ability, competence, effectiveness and a capacity for strategic thinking. The age criterion is valid only for candidates in the pool and does not mean that leadership positions cannot be assigned to older people who are not on the list.
In the first half of March, the President is scheduled to meet this group of 100 candidates.
The high-potential managers will be organised in groups on three levels: there will be a thousand people at the presidential level, of which a hundred names have been published, a federal pool (approximately 5 thousand people) and a regional group, in which there are currently approximately 16 thousand people. Statements in which people have nominated themselves will be considered in putting together the federal pool of high-potential managers.
The list of candidates will be updated and it will be possible to move from one level to another.
The surname, name, patronymic, place of work and occupation of persons included in this list of the best management personnel in Russia is supposed to be made public.
Candidates for the presidential level were selected by a peer group of 172 people: representatives of federal and regional authorities, business, science, education, clergy, political parties and public organisations.
This work is being carried out in response to the presidential instructions of 23 July 2008 to create a pool of high-potential management personnel.
