The document adopted by Russian President Vladimir Putin and Spanish Prime Minister Jose Luis Rodriguez Zapatero states that terrorism represents one of the most serious threats to international peace, security and stability.

Russia and Spain will strengthen the central role of the United Nations in the struggle against terrorism, encourage all governments to sign and ratify the thirteen major multilateral treaties and protocols on the struggle against terrorism, make the necessary efforts to accelerate the adoption of the Comprehensive Convention on International Terrorism, strengthen cooperation within the UN in the struggle against terrorism, and support efforts to develop a universal strategy in this field in every possible way.

Russia and Spain are going to support accelerating the entry into force of the International Treaty for the Suppression of Acts of Nuclear Terrorism and of the Council of Europe Convention on the Prevention of Terrorism.

Moscow and Madrid expressed their readiness to cooperate in preventing and suppressing acts of terrorism and exchanging information on the possibility of terrorists gaining access to weapons of mass destruction, and also to strengthen cooperation by providing mutual legal aide to help investigate and bring to justice those people who support terrorists.
