The federal law modifies Paragraph 2 of Article 14 of the law “On Military Technical Cooperation Between Russia and Foreign States”. Previously, the paragraph read that Russia’s international agreements on military technical cooperation were subject to ratification by parliament.
The new federal law stipulates that the Russian Federation agrees to be bound by international treaties on military technical cooperation in accordance with the norms of international law and the provisions of the federal law “On the International Treaties of the Russian Federation”.
This modification allows for other than ratification forms of consent when Russia is party to international agreements on military technical cooperation in the event when there are no grounds for ratification as stipulated in Article 15 of the federal law “On the International Treaties of the Russian Federation”.
