In his ceremony address, the President singled out the military servicemen – participants in the counter-terrorist operation – who were given the title of Hero of Russia. Mr Putin thanked them for their loyalty to duty and oath of allegiance, for their dedicated service to the fatherland, and for showing the best qualities of the Russian officer in highly challenging combat conditions.
Servicemen, public personalities, some regional governors and cultural figures were decorated with state awards.
