“Please accept my sincere congratulations on the occasion of the forthcoming 15th anniversary of the initiative to launch the Conference on Interaction and Confidence-Building Measures in Asia (CICA).
It is largely thanks to your efforts that over the past few years this forum has assumed its worthy place among the various authoritative multilateral associations in Asia, and has proved itself as an effective mechanism for developing collective approaches to pressing regional problems.
Today the CICA is entering a new phase of its work; it is developing confidence-building measures in the economic, environmental and humanitarian spheres, as well as combating new threats and challenges. Russia attaches great importance to this laudable work and is ready to engage in close and fruitful cooperation with Kazakhstan.
On the eve of this anniversary I would like to express my confidence that the Conference will continue to effectively use its potential to the benefit of our countries and peoples, and in the interests of peace and prosperity in Asia.”
