The law enables the ratification of the European Convention on the Transfer of Proceedings in Criminal Matters of May 15, 1972, signed by the Russian Federation in Strasbourg on December 11, 2000.
The Convention is one of the international legal agreements drawn up by the Council of Europe regulating cooperation between countries in the organisation of criminal proceedings at international level.
Russia’s ratification of the Convention will create a solid legal foundation for its cooperation with European countries in the area of transferring proceedings in criminal matters with regard to individuals on another country’s territory, and will be an important step in Russia’s ongoing integration into European legal structures. It will also help to enforce the principle of inevitability of punishment and will improve Russia’s criminal-procedural legislation.
