The President congratulated all parliamentarians on the work done by the fourth State Duma and summarized the results of the work.

The President emphasized that the parliamentary delegates have adopted a number of important social laws concerning increasing salaries, benefits and maternity capital. Vladimir Putin said that much has been done with the support and direct participation of United Russia deputies.

The head of state also noted the need for further improvements, particularly in the pension system, and finding optimal ways to ensure that system's stable development. Vladimir Putin referred to increasing pensions as one of the most important challenges of Russia's future.

The President expressed his hope that the deputies of this State Duma will pay careful attention to how the State Duma's decisions are implemented in the future. The head of state emphasized that ensuring that the majority that intends to engage in the country’s constructive development stays in the Duma will guarantee that current plans are implemented.

Vladimir Putin wished United Russia success in the upcoming parliamentary elections on 2 December 2007.

At the United Russia Party Congress on 1 October 2007, Vladimir Putin announced his decision to head the United Russia party list during the forthcoming State Duma elections.
