Instructions to the Government of the Russian Federation concern, in part, preparing a sports reserve for Russian national athletic teams, providing relevant organisations free use of land for building low-budget athletic and sports facilities, and involving businesses in physical fitness and mass sports.
The Government is instructed to adopt the Development of Physical Culture and Sports in the Russian Federation for the 2016–2020 federal target programme, ensuring priority construction of low-budget athletic and sports facilities in Russian regions.
The Government is also instructed to develop a set of measures aimed at expanding athletic infrastructure in the Republic of Crimea and the Federal City of Sevastopol through 2020, oversee preparations and realisation of the SportAccord International Convention in Sochi and look into the possibility of holding the first World Beach Games in Sochi in 2017.
