The congress will examine a broad range of issues concerning the state of Russia’s judicial system and prospects for developing it and improving judges’ work. The forum participants will discuss amendments to the Judges’ Code of Ethics, which was adopted at the previous congress in 2012, and will designate the new membership of the Judges’ Council, Higher Qualification Board of Judges, and Higher Examination Commission for Organising Qualification Examinations for the Post of Judge.
A total 780 delegates will take part in the congress, which takes place in Moscow on December 6–8. They include representatives of the highest national courts, general jurisdiction federal judges, arbitration and military jurisdiction judges, justices of the peace, and representatives of regional constitutional (charter) courts.
The same day, the President will hold a traditional meeting with Constitutional Court judges to mark the upcoming state holiday, Constitution Day, marked on December 12.

Mr Putin will meet with Secretary General of the Council of Europe Thorbjorn Jagland, who will be in Russia on a working visit. The discussion will cover current matters of Russia’s activity in the Council of Europe.

The President will meet with Turkish Prime Minister Binali Yildirim, who will be in Russia on a working visit. The conversation is to deal with bilateral trade and economic cooperation, including implementation of important joint projects.
