The message reads, in part:
“Our country is rightly proud of its outstanding scientists and prestigious schools of research and engineering. Russian researchers have always been distinguished by the traditions of selfless devotion and innovation, as well as commitment to their cause and the Fatherland. Their work has multiplied the wealth and power of our state, and raised its international profile.
Today, a country’s ability to maintain leading positions and its competitiveness, as well as its economic and social successes directly depend on scientific progress and large-scale introduction of modern, breakthrough technologies and knowledge-intensive industries.
Naturally, the most important resource is the intelligence of the scientists themselves. As the great physicist, Academician Pyotr Kapitsa, said, “Success in science is achieved by people, not instruments.” It is necessary to create a productive atmosphere of innovation, improve the system for training research and pedagogical personnel, and support promising areas of research and advanced scientific centres that certainly include Moscow.
The capital has many research and educational institutions, design bureaus and institutes where talented scientists, engineers and inventors work. Everything that goes into this powerful research capacity serves the interests of Russia and its citizens.”
