Dmitry Medvedev's statement in connection with the situation in Kyrgyzstan

The President of Russia believes that the collapse of Bakiev’s regime was due to its inability to ensure socio-economic development of the nation and take into account the needs of the people of Kyrgyzstan, as well as due to the corruption, clan-based political system, and nepotism that emerged in recent years.

Currently, the people of Kyrgyzstan are living through dramatic times. The interim government’s ability to ensure the development of the situation in the country in a lawful way and bring about order will depend on its desire to jointly resolve the serious problems faced by their nation.

Earlier, the President of Russia gave instructions to the Russian Government to provide humanitarian aid to the people of Kyrgyzstan and establish contact with the interim government in order to carry out this work. The decision to initiate full-scale relations with the new Kyrgyz leadership will be made by the Russian President separately, taking into account the will of the people of Kyrgyzstan and based on the current rulers’ ability to restore the rule of law and public order and resolve urgent socio-economic challenges.

Russia will remain committed to all prior agreements and confirms that it will fulfil all its obligations to Kyrgyzstan, including socioeconomic cooperation and interaction within regional organisations.

Dmitry Medvedev expressed his hope that the interim government will be able to hold open and fair elections for all of the nation’s governing bodies; this will be the main condition for the full-fledged development of friendly Russian-Kyrgyzstani relations.
