Our countries share heroic chapters of history, and 2024 marked the 85th anniversary of common victory over the Japanese militarists on the Khalkhin-Gol River. Together with you, we celebrated this date during my visit to Ulaanbaatar.

Russia appreciates our cooperation with Mongolia during the Great Patriotic War and during the defeat of the Kwantung Army in 1945. The Red Army tank column and the Mongolian Arat squadron, formed with the funds provided by ordinary Arats, fought for our country, for our common Victory and in August 1945 the Mongolian People’s Army took part in operations against the Japanese army. We remember and appreciate that.
Relations of comprehensive strategic partnership with neighbouring and friendly Mongolia are among the priorities of our policy. Political dialogue is developing, heads of government meet, and the mechanism of consultations through foreign ministries is fully operational. We have established cooperation in defence and security, inter-parliamentary ties, and culture and education.
Mongolia is an important trading partner of ours. Last year, our trade increased by 17.5 percent. In the first two months of 2025, it added over 25 percent. We always respond to requests from our Mongolian friends in various areas that are very sensitive and important for Mongolia, including cooperation in the energy sector.

I am delighted to meet with you in the Hero City of Moscow, where I have come at your invitation to attend the events celebrating the 80th anniversary of Victory in the Great Patriotic War.
The Great Patriotic War is a vital victory for all humankind that established peace and stability around the world. It is truly a Victory of all humankind. In the most trying times, in the most difficult years, we have shared all the hardships of this war with you, and we must never forget it.
The Great Patriotic War – and the historic Victory achieved –must remain an undistorted, sacred milestone in our shared history.
In this regard, I would like to extend my heartfelt congratulations to you, Mr President, and to the entire Russian people on the anniversary of Victory in the Great Patriotic War, on behalf of the people of Mongolia.
Mongolian Armed Forces personnel are to take part in the celebrations of the 80th anniversary of Victory.
Eighty years have passed since our grandfathers and great-grandfathers fought together during the most difficult period of war. Our nations stood united during this war – and in other military operations.
Since the very first days of the Great Patriotic War, the people of Mongolia stood together with the people of Russia. We made our best efforts to pass through those trying times.
The people of Mongolia sent the Revolutionary Mongolia tank brigade and the Mongolian Arat fighter squadron, as well as other forms of essential material assistance to support the Soviet Union in its fight for victory in that war. We are grateful to the Russian side for acknowledging the significant contribution made by the Mongolian people.
Last year, we marked the 85th anniversary of our joint victory in the Battle of Khalkhin Gol in 1939. It was on this occasion that you, Mr President, made your historic visit to Mongolia. That visit played an important role in further promoting and strengthening the comprehensive strategic partnership between our two nations.
We had talks during that visit, where all issues of bilateral cooperation were discussed, as well as practical implementation of all our agreements.
There are several points I would like to discuss with you, the first one being Thermal Power Plant No 3 in Ulaanbaatar, for which we have signed a upgrade and expansion agreement.
