Vladimir Putin postponed the Annual Address to the Federal Assembly to 26 April 2007 2007-04-23 23:30:20 Changing the date of the Annual Address from 25 to 26 April 2007 was occasioned by the passing of the first Russian President, Boris Yeltsin. 25 April 2007 has been declared a national day of mourning.
