on the European track.&lt;/p&gt;&lt;p&gt;It is clear that Russia's relations with European countries are going
through a crisis, for which we are not to blame. References to the events in Ukraine do not provide sufficient grounds, because this crisis arose due to the actions of both the previous US administration and a number of leading European

President, may I ask two questions before we address the main issue on today’s
agenda?&lt;/p&gt;&lt;p&gt;&lt;b&gt;Vladimir Putin: &lt;/b&gt;Please, go ahead.&lt;/p&gt;&lt;p&gt;&lt;b&gt;Valentina Matviyenko:&lt;/b&gt; First, what is your attitude to US
President Donald Trump’s initiative regarding the Board of Peace?&lt;/p&gt;&lt;p&gt;And second, what are our overall assessments and forecasts, and what is
our position on the situation around Greenland?&lt;/p&gt;&lt;p&gt;&lt;b&gt;Vladimir Putin:&lt;/b&gt; Regarding the Board of Peace, we have received
a personal invitation from US President Donald Trump to join the new
international structure, the Board of Peace, which is being established at his
initiative.&lt;/p&gt;&lt;p&gt;In this connection, I would like to begin by expressing my gratitude to the US President for the invitation. We have always supported and continue to support any efforts aimed at strengthening international stability. We also
appreciate the contribution of the current US administration to the search for a solution to the Ukrainian crisis.&lt;/p&gt;&lt;p&gt;Speaking about our participation in the Board of Peace, the Foreign
Ministry has been instructed to analyse the documents we have received and consult our strategic partners on this matter. Only after doing this can we
formulate our reply to the invitation that has been extended to us.&lt;/p&gt;&lt;p&gt;The proposal we have received primarily concerns a settlement in the Middle East and the search for possible solutions to the pressing problems of the Palestinian people and the acute humanitarian issues in the Gaza Strip.&lt;/p&gt;&lt;p&gt;In this connection, I will emphasise the main points. The main point is
that this process should have a beneficial effect on the long-term settlement
of the Palestinian-Israeli conflict based on the relevant decisions of the UN.
It is important for all essential needs and desires of the Palestinians to be
taken into account. This concerns the reconstruction of the Gaza Strip and its
basic social infrastructure, including the healthcare and water supply systems,
as well as uninterrupted food supplies.&lt;/p&gt;&lt;p&gt;Therefore, I believe that even before we formulate our decision
regarding our participation and work on the Board of Peace, and taking into
account Russia’s special relations with the Palestinian people, we can transfer
the $1 billion from the Russian assets frozen under the previous US administration.&lt;/p&gt;&lt;p&gt;Incidentally, the remaining part of the Russian assets frozen in the US
could also be used for rebuilding the territories damaged during the hostilities after a peace agreement is signed between Russia and Ukraine. We
are discussing this possibility with the envoys of the US administration. I plan to discuss these matters with President of the State of Palestine Mahmoud
Abbas, with whom I will hold talks tomorrow, and with US representatives Steve
Witkoff and Jared Kushner, who will arrive in Moscow tomorrow to continue our
dialogue on a settlement in Ukraine.&lt;/p&gt;&lt;p&gt;Now, as for Greenland. What is happening around
Greenland does not concern us in any way. However, we do have experience of resolving similar issues with the United States. In the 19&lt;sup&gt;th&lt;/sup&gt; century – if I am not mistaken, in 1867 – Russia sold Alaska to the United States, and the United States purchased it from us.&lt;/p&gt;&lt;p&gt;As far as I remember, the area of Alaska is about 1.717 million square kilometres, slightly
more. The United States purchased Alaska for $7.2 million. These figures
should, of course, be checked, but to the best of my recollection, this is
correct. In today’s prices, adjusted for inflation over all these decades, this
amount would come to around $158
million.&lt;/p&gt;&lt;p&gt;The area of Greenland, meanwhile, is slightly over 2.166 million square
kilometres. That is, roughly speaking, about 449,000 to 450,000 square
kilometres more than the area of Alaska. If we compare this with the price paid
by the United States for Alaska, the price of Greenland would be somewhere in the range of $200–250 million.&lt;/p&gt;&lt;p&gt;If we compare this using gold prices at the time, the figure would
likely be higher, perhaps approaching $1 billion. But I think the United States
would be able to afford that as well. Most importantly, Denmark and the United
States also have their own historical experience in this regard. As far as I recall, in 1917 Denmark sold the Virgin Islands to the United States. So, such
precedents do exist.&lt;/p&gt;&lt;p&gt;Incidentally, Denmark has always treated Greenland as a colony and has
governed it rather harshly, not to say brutally. But that is a different matter

is a lot of discussion
in the world about President Trump’s 28-point peace
plan for the Ukrainian
crisis. May I ask
you, before we consider the main issues
on the agenda, to express your
opinion, your attitude
to this
plan, and how it
relates to your
recent talks with
President Trump in Alaska?
&lt;/p&gt;&lt;p&gt;&lt;b&gt;Vladimir Putin&lt;/b&gt;: Yes,
of course, there is no
secret here. We
have had almost no public discussion of it,
only in the most general terms,
but it is not a secret. President
Trump’s peace plan
to resolve
the situation in Ukraine
was discussed before the meeting
in Alaska,
and during
this preliminary
discussion, the American side
asked us
to make certain compromises,
to show, as they
said, flexibility.
&lt;/p&gt;&lt;p&gt;The main point
of the &lt;a href="http://en.kremlin.ru/events/president/trips/77795"&gt;meeting&lt;/a&gt; in Alaska,
the main purpose of the meeting in Alaska, was that
during the talks in Anchorage, we confirmed
that despite
certain complicated issues and difficulties,
we nevertheless
agree with
those proposals
and are ready to show
the flexibility they asked for. &lt;/p&gt;&lt;p&gt;We have informed all
our friends
and partners of the Global South
in detail on all these
issues, including the People’s Republic
of China, India, the Democratic
People’s Republic of Korea, South Africa,
Brazil, and many other
countries, and the CSTO
countries, of course. All
our friends
and partners,
and I want
to emphasise this, every single one of them supported
these possible
agreements. &lt;/p&gt;&lt;p&gt;However, we can see that there is a certain pause from the American side following the talks in Alaska, and we
understand that this is connected with Ukraine’s de facto rejection of the peace plan proposed by President Trump. I believe this is precisely why a new
version has emerged, essentially an updated plan consisting of 28 points.&lt;/p&gt;&lt;p&gt;We have received this text through
the existing communication channels with the US administration. I believe it
could also serve as a foundation for a final peace settlement. However, it is
not being discussed in detail with us. And I can guess why. &lt;/p&gt;&lt;p&gt;The reason, in my opinion, is the same: the US administration has so far been unable to secure consent from the Ukrainian side, as Ukraine is opposed to it. Apparently, Ukraine and its
European allies continue to entertain the illusion that they can inflict a strategic defeat on Russia on the battlefield. I believe this position is not
so much the result of insufficient competence – I will not go into that now –
but rather stems from an absence of objective information about the actual
situation on the ground.&lt;/p&gt;&lt;p&gt;And it appears that neither Ukraine
nor Europe realises what this could ultimately lead to. A very recent example
is the situation in Kupyansk. As we recall, on November 4 – just two weeks ago –
Kiev publicly stated that no more than sixty Russian service members were deployed
in the city, and that Ukrainian forces would allegedly completely unblock it
within the next few days.&lt;/p&gt;&lt;p&gt;However, I would like to inform you
that even at that time – on November 4 – the city of Kupyansk was almost
entirely under the control of the Russian Armed Forces. Our guys were, as they
say, finishing off, clearing out individual blocks and streets. The fate of the city had already been determined.&lt;/p&gt;&lt;p&gt;What does this indicate? Either Kiev’s
leadership lacks objective reporting about the developments on the front, or,
even if they receive such information, they are unable to assess it
objectively. If Kiev refuses to discuss President Trump’s proposals and declines to engage in dialogue, then both they and their European instigators
must understand that what happened in Kupyansk will inevitably occur in other
key areas of the front. Perhaps not as quickly as we would prefer, but
inevitably.&lt;/p&gt;&lt;p&gt;And overall, this development suits
us, as it leads to achieving the goals of the special military operation by force,
through armed confrontation. However, as I have repeatedly stated, we remain
ready for peace negotiations and for resolving issues through peaceful means. However,
this, of course, requires substantive and meaningful discussion of all aspects
of the proposed plan. We are prepared for this.&lt;/p&gt;&lt;p&gt;Let us now get down to the topics

today, including matters related to migration policy. However, I would like to begin with an issue of prime importance, one that is critical to safeguarding
our national interests, Russia’s sovereignty, and, without exaggeration,
international security as a whole. I am referring to the situation in the realm
of strategic stability, which, regrettably, continues to deteriorate. This is
driven by a combination of factors, which are negative, compounding existing
strategic risks and generating new ones.&lt;/p&gt;&lt;p&gt;As a result of the destructive
actions previously taken by Western countries, the foundations of constructive
relations and practical cooperation between nuclear powers have been
significantly undermined. The basis for dialogue within relevant bilateral and multilateral frameworks has been eroded. Gradually, the system of Soviet-American and Russian-American agreements on nuclear missile and strategic defence arms control – long relied upon to stabilise relations
between the two largest nuclear powers and to enhance global security – has
been nearly dismantled.&lt;/p&gt;&lt;p&gt;Let me reiterate: we have repeatedly
examined the causes and potential consequences of this situation. We attribute
the numerous challenges that have accumulated in the strategic sphere since the beginning of the 21&lt;sup&gt;st&lt;/sup&gt; century to the destructive actions of the West, their destabilising doctrines and military-technical programmes designed
to undermine global parity and pursue absolute, overwhelming superiority.&lt;/p&gt;&lt;p&gt;We have consistently and thoroughly
addressed these issues, criticised this approach, and not only highlighted the extreme dangers of further deterioration but also repeatedly proposed concrete
ideas for joint solutions. However, our warnings and initiatives have not
received a clear response.&lt;/p&gt;&lt;p&gt;Let me emphasise and let there be no
doubt: Russia is fully capable of responding to any current or emerging threat,
not with words, but through concrete military-technical measures. A clear
example is our decision to end the unilateral moratorium on the deployment of ground-based
short- and intermediate-range missiles. This was a forced move needed for ensuring
an adequate response to the deployment of similar US and other Western-made
weapons in Europe and the Asia-Pacific region, which poses a direct threat to Russia’s
security.&lt;/p&gt;&lt;p&gt;Our plans to strengthen the country’s
defence capability are being developed with full regard to the evolving
international situation, and they are being implemented in a comprehensive and timely manner. We are confident in the reliability and effectiveness of our
national deterrent forces. At the same time, we are not seeking to further escalate
tensions or fuel an arms race. Russia has consistently upheld the primacy of political and diplomatic methods for maintaining global peace, based on the principles of equality, the indivisibility of security, and mutual respect for interests.&lt;/p&gt;&lt;p&gt;Let me remind you that the last
major political and diplomatic achievement in the field of strategic stability
was the conclusion of the Russian-American New Strategic Arms Reduction Treaty (New
START) in 2010. However, owing to the profoundly hostile policies of the Biden administration,
which undermined the fundamental principles on which this treaty was built, its
full implementation was suspended in 2023.&lt;/p&gt;&lt;p&gt;Nevertheless, both parties have
declared their intention to continue voluntarily observing the central
quantitative limits of the strategic offensive arms treaty until its expiry.&lt;/p&gt;&lt;p&gt;For nearly 15 years, this agreement
has played a constructive role in maintaining balance and predictability in the sphere of strategic offensive weapons.&lt;/p&gt;&lt;p&gt;The New START Treaty will expire on February 5, 2026, signalling the imminent end of the last international accord
directly limiting nuclear missile capabilities. A complete renunciation of this
treaty’s legacy would, from many points, be a grave and short-sighted mistake.
It would also have adverse implications for the objectives of the Treaty on the Non-Proliferation of Nuclear Weapons.&lt;/p&gt;&lt;p&gt;In order to prevent the emergence of a new strategic arms race and to preserve an acceptable degree of predictability and restraint, we consider it reasonable to maintain at this turbulent
time the status quo established under New START. Accordingly, Russia is
prepared to continue observing the treaty’s central quantitative restrictions
for one year after February 5, 2026.&lt;/p&gt;&lt;p&gt;Following that date, based on a careful assessment of the situation, we will make a definite decision on whether to uphold these voluntary self-limitations. We believe that this
measure is only feasible if the United States acts in a similar spirit and refrains from steps that would undermine or disrupt the existing balance of deterrence.&lt;/p&gt;&lt;p&gt;In this connection, I would like to ask the relevant agencies to maintain close oversight of American activities
related to the START arsenal in the first place. Particular attention must be
directed towards US plans to expand strategic components of its missile defence
system, including preparations for the deployment of interceptors in outer
space. We believe that the practical implementation of such destabilising
measures could nullify our efforts to maintain the status quo in the field of strategic offensive arms. We will respond appropriately in this case.&lt;/p&gt;&lt;p&gt;I believe that Russia’s initiative,
if implemented, could make a substantial contribution to creating the conditions necessary for a substantive strategic dialogue with the United
States – provided, of course, that the grounds for its full resumption are
secured and that broader steps are taken to normalise bilateral relations and remove core security contradictions.&lt;/p&gt;&lt;p&gt;Let us now turn to the current
