both before and after the Great Patriotic War, 35 00:02:41.673 --> 00:02:46.345 Stalin incorporated in the USSR and transferred to Ukraine some lands 36 00:02:46.345 --> 00:02:50.051 that previously belonged to Poland, Romania and Hungary. 37 00:02:50.051 --> 00:02:57.652 In the process, he gave Poland part of what was traditionally German land as compensation, 38 00:02:57.652 --> 00:03:03.302 and in 1954, Khrushchev took Crimea away from Russia 39 00:03:03.302 --> 00:03:06.160 for some reason and also gave it to Ukraine. 40 00:03:06.160 --> 00:03:11.898 In effect, this is how the territory self-determination, up to secession, 57 00:04:23.961 --> 00:04:27.065 were laid in the foundation of Soviet statehood. 58 00:04:27.065 --> 00:04:32.558 Initially they were confirmed in the Declaration on the Formation 59 00:04:32.558 --> 00:04:37.136 of the USSR in 1922, and later on, after Lenin’s death, 60 00:04:37.136 --> 00:04:41.767 were enshrined in the 1924 Soviet Constitution. 61 00:04:41.767 --> 00:04:45.142 This immediately raises many questions. 62 00:04:45.142 --> 00:04:50.619 The first is really the main one: why was it necessary to appease the nationalists, 63 00:04:50.619 --> 00:04:58.710 to satisfy the ceaselessly growing nationalist ambitions on the outskirts of the former empire? 64 00:04:58.710 --> 00:05:03.673 What was the point of transferring to the newly, often arbitrarily formed administrative 65 00:05:03.673 --> 00:05:11.723 units – the union republics – vast territories that had nothing to do with them? 66 00:05:11.723 --> 00:05:16.019 Let me repeat that these territories were transferred along with the population of what was historically Russia. 67 00:05:16.019 --> 00:05:21.973 Moreover, these administrative units were de facto given the right to secede from the unified 73 00:05:40.287 --> 00:05:43.036 state without any conditions? 74 00:05:43.036 --> 00:05:46.528 At first glance, this looks absolutely incomprehensible, even of government into a mere declaration. 124 00:09:26.730 --> 00:09:32.934 In reality, the union republics did not have any sovereign rights, none at all. 125 00:09:32.934 --> 00:09:40.415 The practical result was the creation of a tightly centralised and absolutely unitary state. 126 00:09:40.415 --> 00:09:49.355 In fact, what Stalin fully implemented was not Lenin’s but his own principles of the operation of the USSR 187 00:13:49.101 --> 00:13:52.819 Government’s resolutions and directives in their territory.” 188 00:13:52.819 --> 00:13:58.997 And finally: “Each republic of the USSR shall have citizenship of its own, 189 00:13:58.997 --> 00:14:02.930 which shall apply to all of its residents.” 190 00:14:02.930 --> 00:14:08.454 Wasn’t it clear what these formulas and decisions would lead to? 191 00:14:08.454 --> 00:14:12.563 Now is not the time or place to go into matters pertaining to state 192 00:14:12.563 --> 00:14:17.585 or constitutional law, or define the concept
